Speaking at the working session, Vice Chairman of the City People's Council Bui Duc Quang acknowledged that the Department of Health and hospitals have made specific proposals on the public investment plan for the 2026-2030 period. At the same time, he affirmed that this is a legitimate, very important and necessary requirement, meeting the city's development requirements, focusing on people's health care. However, in the context of limited resources, public investment in the health sector in the coming period needs to have priority orientation, focus, and key points, in accordance with the resolutions of the Politburo and the City Party Committee, in accordance with the planning. Investment in health projects in the coming period must meet the development of the health sector; based on the health network planning of both the Eastern and Western regions of the city for investment. Note that investment in some hospitals to meet the requirements of financial autonomy at a higher level, contributing to reducing the burden on the budget such as: Kien An Hospital; Lung Hospital; Eye Hospital; Thuy Nguyen Hospital… At the same time, focus on important and urgent projects according to the direction of the City Party Committee to implement Resolution 72 of the Politburo “On some breakthrough solutions to strengthen the protection, care and improvement of people's health”.

He requested that the health sector continue to review and carefully consider the current situation; make specific and appropriate proposals; determine the order of priority... In particular, it is necessary to pay attention to the development of specialized hospitals (both in terms of equipment investment and hospital expansion); pay attention to the commune-level health network; preventive medicine... The City People's Council's Economic and Budget Committee will always stand side by side, support and make specific proposals, in line with the development orientations of the health sector according to Resolution 72 of the Politburo, in order to best care for people's health.

Deputy Director of the Department of Health Tran Quoc Trinh said: With the attention of the City Party Committee, People's Council, People's Committee, the coordination and support of all levels and sectors, the city's health sector has focused on strong investment, especially in infrastructure, contributing to improving working conditions and improving the quality of medical examination and treatment for people. In the period of 2021-2025, the health sector has been allocated a budget of over 4,177 billion VND to implement projects to renovate, build and purchase essential and modern equipment (East Hai Phong has 09 public investment projects with a total budget of about 945 billion VND, West Hai Phong has 11 public investment projects with a total budget of about 3,232 billion VND). However, basically, most of the infrastructure at public health facilities has been degraded, posing a potential risk to the safety of both medical staff and patients.
According to the Standards on infrastructure in the health sector, many public health service units in the area have not met the average floor area target (m²/bed): 09/49 units met the average floor area target (80m²/bed) according to the standard.
Through reviewing the current situation, it is expected that by 2030, only about 35.8% of the infrastructure at medical facilities will ensure conditions for medical examination and treatment activities. The remaining 64.2% is in a state of degradation and needs to be repaired, maintained or invested in new construction to replace.
Notably, many commune, ward and special zone health stations are now seriously degraded, not ensuring safety for both patients and medical staff. At the city level, there are currently a total of 468 medical facilities.
Through review, there are 153 works that are still in normal use (accounting for 32.7%); 180 works have degraded and need to be repaired and maintained (accounting for 38.5%); 76 works have seriously degraded and are no longer usable and need to be rebuilt (accounting for 16.2%); 59 works are still missing and have not been built yet and need investment in new construction (accounting for 12.6%).
For Hospitals, Regional Health Centers and Commune, Ward and Special Zone Health Stations, the total number of existing facilities is 1,077. Of these, 400 facilities can still be used normally (accounting for 37.1%); 444 facilities have degraded and need to be repaired and maintained (accounting for 41.2%); 175 facilities are seriously degraded and need to be rebuilt (accounting for 16.3%); and 58 facilities are currently lacking and need to be newly built (accounting for 5.4%).
From there, the Department of Health proposed a need for 15,861 billion VND from public investment sources for the health sector in the period 2026-2030. Of which, city-level medical facilities need 7,991.9 billion VND (50.38%); hospitals and regional medical centers need 5,823.9 billion VND (36.71%); commune-level health stations need 2,046 billion VND (12.91%). In the immediate future, it is proposed to prioritize more than 20 projects with a capital of 5,700 billion VND.
The Department of Health also requested the Economic and Budget Committee to report to competent authorities to allocate resources for the Department of Health to develop a master plan and detailed construction plan for all units in the industry, ensuring compliance with the city's general plan.
The delegation conducted a survey and listened to the leaders of Kien An Hospital report on the operation situation and investment needs for the period 2026-2030. Accordingly, Kien An Hospital proposed a capital need of about 140 billion VND to implement 4 projects. Specifically, building new intensive care and emergency treatment areas, imaging and testing areas, Pharmacy Department and Infection Control Department; repairing the Surgery - Obstetrics - Anesthesia surgery building; repairing the Infectious Diseases Department (Tropical Diseases Department); repairing the main gate and hospital walls.
The leaders of Hai Phong Lung Hospital proposed that the 2026-2030 period be invested with about 193 billion VND. Specifically, two new 5-storey buildings will be built to meet the conditions to reach the standards of a Grade 1 hospital by 2030, worthy of being a leading specialized hospital in the city./.
