According to Mr. Tran Xuan Toan, Deputy Editor-in-Chief of Tuoi Tre Newspaper, VNeID is an electronic wallet and document "super application" built and developed directly by the Department of Administrative Police for Social Order (C06), and to date has had more than 60 million user accounts. Currently, the most basic types of documents such as citizen identification cards, driver's licenses, health insurance, etc. have been updated on this application platform.

Major Tran Duy Hien, Deputy Director of the National Population Data Center (Department C06, Ministry of Public Security ) shared: In the initial stage when the Center was established, it focused on building a national population data system to solve the problem of converting paper household registration books into electronic data and all people's information will be in the national population data system.

After collecting more than 104 million citizen data and issuing identification numbers, a campaign was launched to issue 100% of citizen identification cards with chips (now ID cards) and electronic identification for citizens. Citizen identification cards with chips have replaced 12-digit ID cards.

Major Tran Duy Hien emphasized that the chip-embedded citizen identification card has integrated many technologies such as QR Code and barcode to facilitate people in declaring and receiving records and citizen information from agencies and organizations, and to ensure more security when integrating chip-embedded information. With the goal of digital citizens, digital society, and digital government, Department C06 has continued to advise on providing electronic identification accounts to people, which is a tool for people to participate in the digital environment.

To date, VNeID has issued and activated more than 62 million electronic identification accounts for citizens. The average number of VNeID users in 2024 and early 2025 is 3 - 6 million/day (3 - 4 times higher than in 2023). In addition, more than 292 million identification accounts have been issued to organizations on VNeID. Because from July 1, agencies and organizations when performing in the public service environment must also have identification accounts like ordinary citizens.

Data security and ensuring the system operates continuously are extremely important. The VNeID app is a universal app, everyone can use it, but safety is the top priority, then convenience.

According to Mr. Hien, connections have been made with 12 banks for banks to exploit data. In order to bring convenience to users, VNeID has now connected with FPT Long Chau pharmacy and another pharmacy to share data, helping people to easily buy medicine from the pharmacy on VNeID...

For example, in the field of medical examination and treatment, Dr. Pham Xuan Viet, Deputy Director of the Department of Science, Technology and Training, Ministry of Health, VNeID is promoting effectiveness in the field of medical examination and treatment.

In late 2021 and early 2022, when the COVID-19 pandemic was raging and VNeID was newly established, the health sector actively participated. At that time, the health sector integrated COVID-19 vaccination into VNeID so that people could register to monitor and implement vaccine passports, COVID-19 testing databases, F0 patients who recovered from the disease, etc. This has been very helpful in preventing and fighting the COVID-19 pandemic.

Currently, the health sector has integrated birth certificates and death certificates into VNeiD to serve the group of interconnected administrative procedures such as birth registration, permanent residence registration, and issuance of health insurance cards for children. At the same time, the group related to death certificates such as deleting permanent residence registration, resolving burial costs, death benefits, etc.

Along with that, VNeID has integrated health certificates to serve the issuance and renewal of driver's licenses. Up to now, millions of health certificates have been sent. At the same time, medical facilities have received and examined and treated people using chip-embedded citizen identification cards.

Hospitals also deploy anthropometric and facial authentication to welcome patients. The number of nearly 50 million visits to the electronic health book is very positive and the deployment of the electronic health book on VNeID brings many benefits to medical facilities and people, creating convenience and easy access to information with medical facilities and patients; sharing information and medical examination and treatment data of people that medical facilities want to exploit according to hierarchy and authorization and people can easily monitor...

Tighten control of seller information, push back counterfeit goods

Speaking at the seminar, Ms. Le Thi Ha - Head of the Department of E-commerce Management, Department of E-commerce and Digital Economy (Ministry of Industry and Trade) emphasized the need to authenticate electronic identities for sellers on e-commerce platforms. E-commerce platforms are not only digital platforms in general but also include intermediary digital platforms and social networks because social networks are also very specific sales channels, connecting sellers and buyers.

"Yesterday (April 21), we also asked some pharmaceutical platforms to remove all prescription drug retail products. Right after being licensed for e-commerce, very large pharmaceutical platforms still retail prescription drugs on the e-commerce environment. We have sent official dispatches requesting removal and posting warning information," Ms. Ha informed.

However, according to Ms. Ha, a large volume of pharmaceutical products is still widespread, so professional measures are needed by using platforms and accounts provided by the platforms to access and be able to check and handle them.

Therefore, in the coming time, it is necessary to identify in the e-commerce environment, to create digital trust. Trust comes from consumers, but to have it, it must come from the trust of the seller, the trust of the owners of digital platforms, the seller must be identified and cannot be "virtual".

"Even when detecting counterfeit goods, we can ask the seller to provide information, remove goods and products. Through VNeID, specific and legal regulations will make the management of e-commerce activities, especially sellers, more transparent," said Ms. Ha.

At the seminar, Ms. Nguyen Do Quyen - Deputy General Director of FPT Retail and CEO of FPT Long Chau shared that Long Chau pharmacy is the first pharmacy to be integrated into the VNeID application.

As a pioneer enterprise, there is a lot of pressure because we have worked closely with Department C06 on legal, professional, safety, network security, and infrastructure. After Long Chau successfully deployed, we are very willing to share our experience in connecting VNeID with other pharmacies across Vietnam. When successfully connecting with VNeID and becoming a component of the electronic health book, people, patients, and customers will have a trusted place to safely conduct drug buying and selling activities.

Ms. Quyen affirmed that all steps of purchasing medicine via VNeID are confidential and require the consent and sharing of customer information. Long Chau customers log into Long Chau's application with an electronic identification number to purchase medicine.

There are currently more than 100,000 customers using it to buy medicine. Long Chau and C06 are continuing to connect medically. The pharmacy is a component of the electronic health book but is indispensable. Because in the end, after the health check, people still have to buy medicine.

"However, whether people buy the right medicine according to the prescription or not is very important. Where to buy it, whether they get full advice on dosage, how to use it, who advises them, whether the consultant has a license to practice... are things that will be determined in phase 2 of the medical connection. As a business, we fully support and are ready to participate, making everything transparent so that the medical connection can be successful," Ms. Quyen emphasized.

Ms. Quyen said that in the past 3 days, Long Chau has received a large number of customers who did not come to buy medicine but asked pharmacists to look up their medicine to see if it was fake.

"We are ready to be transparent. When a pharmacy is identified, it must have full legal status, must have GPP, all pharmacists must have a practice license, must not be freelancers, must have a degree to provide consultation. Most importantly, the pharmacy must not sell drugs, be involved in counterfeit drugs... then it can be identified, helping people feel secure when buying drugs," said Ms. Quyen.
