In the 2020-2025 period, under the close leadership and direction of the Central Military Commission, the Ministry of National Defense , the Party Committee of the General Department of Logistics and Technology, Party committees, commanders and Steering Committees at all levels, PTTD has increasingly developed extensively, creating a strong spread, contributing to the successful completion of the task of ensuring gasoline in all situations.

1. Over the past 5 years, agencies and units throughout the army have implemented the "Management and use of gasoline safely, economically and effectively" in favorable conditions, which is fundamental, but there are still many difficulties: Climate change, natural disasters, and epidemics are complicated; gasoline prices are adjusted more frequently; commercial fraud on gasoline is complicated; the work of sourcing and purchasing, especially of special gasoline, has encountered many difficulties due to military conflicts in the world; the system of warehouses, stations, and technological pipelines is not yet synchronized, and the capacity is limited...

Faced with difficulties and challenges, Party committees, commanders and PTTD Steering Committees at all levels have proactively led and directed the comprehensive and synchronous implementation of PTTD with many good practices, creative and effective models. The content and targets of PTTD always closely follow the tasks and are closely linked with the implementation of resolutions, directives and regulations on petroleum work and PTTD Quyết Thắng, the movement of all levels and sectors. With a proactive and creative spirit in implementation, agencies and units have directed PTTD to successfully complete the functions of advising, directing and organizing to ensure sufficient and timely petroleum, technical means and petroleum supplies for the tasks. Notably: The petroleum industry has proactively advised and directed to ensure sufficient and timely petroleum for the regular and sudden tasks of the Army, prioritizing the tasks of training and combat readiness (SSCĐ); protecting sovereignty over seas, islands and borders; exercises directed by the Ministry of National Defense; Prevent, combat and overcome the consequences of natural disasters, epidemics... In particular, in 2024 and 2025, the Petroleum Department has ensured good petroleum for tasks A70, A50, A80.

The Petroleum Department has proactively advised the Ministry of National Defense to propose to the Prime Minister to direct the Vietnam National Energy Industry Group to assign Binh Son Refining and Petrochemical Joint Stock Company to produce special fuel Jet A-1K and DO L-62 to replace imported fuel TC-1 and DO L 0.2-62 from Russia; at the same time, closely coordinated with relevant agencies and units to conduct testing at the military branches with good results, and was allowed by the head of the Ministry of National Defense to use and put into reserve for the Army's mission. This is a historic decision for the Army's petroleum industry, not only having economic significance but also demonstrating the industry's autonomy, self-reliance and self-reliance.

In addition, the Petroleum Department regularly directs, guides, and strictly maintains the SSCD petroleum reserves, emergency mission reserves, and national defense reserves with sufficient quantity, synchronous structure, and good quality. At the same time, it advises and proposes to put a number of modern petroleum technical equipment and supplies with high mobility and good assurance in combat conditions into the SSCD reserves, such as: PSG-600 field petroleum depot, DC-100, specialized fueling vehicles, and new generation soft tanks... ready to meet requirements and tasks in all situations.

2. In the context of agencies and units facing many difficulties in terms of technological systems and degraded storage tanks, PTTĐ contributes to the effective implementation of the work of receiving, distributing, managing, preserving, and storing gasoline and oil to meet the requirements of the task. Party committees and commanders of agencies and units regularly pay attention to leadership and direction to promote emulation and strengthen management right from the stages of sourcing, receiving, preserving, distributing, and using. Effectively deploy measures to limit environmental impacts affecting the quality of gasoline and oil.

By many synchronous measures, agencies and units regularly maintain strict discipline, preservation and maintenance regimes for warehouses, tanks, and technological pipelines to ensure strictness, preventing loss, leakage, and deterioration due to lack of responsibility; promoting digital transformation, applying initiatives and technical improvements of the industry. The management of petroleum quality is given special attention, especially from the stage of creating purchasing sources, quality indicators meet technical requirements; ensuring absolute safety for weapons and technical equipment participating in training and exercises, for the SSCĐ Army, performing regular and unexpected tasks.

In the period of 2020-2025, the petroleum industry organized the reception, preservation, operation, and distribution of hundreds of thousands of cubic meters of fuel. Party committees and commanders of agencies and units focused on leading and directing the PTTD towards ensuring absolute safety of warehouses, tanks, pipelines, petroleum technology, ensuring safety in receiving, distributing, operating, and transporting by many effective measures, such as: Installing a camera system to monitor and protect warehouses; upgrading and repairing petroleum warehouse systems at all levels; renovating and repairing fire fighting, disinfection, and drainage systems at petroleum warehouses...

In particular, officers and soldiers of the petroleum industry always thoroughly understand, study and follow Uncle Ho's teaching "Precious gasoline as blood"; thereby improving the quality and effectiveness of economical practice in the management and use of gasoline. Over the past 5 years, the Military petroleum industry has saved tens of thousands of cubic meters of fuel and tens of thousands of tons of oil and grease in the use and preservation; saving 10% of the prescribed limit.

3. The "Safe, economical and effective management and use of petroleum" program has been given attention, leadership, direction and comprehensive and in-depth implementation by Party committees and commanders at all levels in the entire army, with many creative measures and methods, achieving practical results. The program creates a strong driving force, continuously encourages, motivates and encourages cadres, employees and soldiers to unite, be creative, make efforts to overcome difficulties, strive to improve, and complete their tasks well; meeting the requirements of building the Army, strengthening national defense, and firmly protecting the Fatherland.

The results achieved in the past 5 years have created a solid foundation for agencies and units of the entire army to continue to deploy PTTĐ more deeply and effectively in the new period, the period of building a revolutionary, disciplined, elite and modern army. Promoting the tradition of more than 70 years of construction and development, the military petroleum industry has determined: Always uphold the determination and spirit of solidarity, proactiveness, creativity, self-reliance and self-strengthening will; take quality and efficiency of work as the goal to strive for emulation, excellently completing tasks in the new situation.
