In 2025, the emulation and reward work and the Emulation Movement for Victory will be led, directed, and implemented comprehensively, synchronously, with a focus, closely following reality and tasks by the Service Corps, Commands, Party committees, political commissars, and commanders at all levels. The Emulation Movement for Victory with the theme "Democracy, solidarity, discipline, creativity, determination to win" and the peak emulation periods "Lightning speed - Determination to win", "Raising the August red flag - Emulation to win 3 first place", and the sudden emulation periods will be organized extensively in the Service Corps.

At the conference, delegates discussed and contributed their opinions to the summary report on emulation and reward work and the Emulation Movement for Victory, and unanimously assessed that: The Service Branches and Commands promoted the Emulation Movement for Victory, maintaining political and ideological stability. Officers and soldiers had absolute confidence in the leadership of the Party, policies and laws of the State, voluntarily complied with and implemented resolutions, directives and orders of superiors, promoted a sense of responsibility, organized well the dissemination, study and implementation of resolutions, conclusions, directives and regulations of the Party, resolutions of the Central Military Commission, the Service Party Committee and the Command.

The preparation and organization of training for the subjects were well implemented; the quality of training, combat readiness, education and training were increasingly improved. The organization of drills was tight; the organization and participation in competitions and sports events at all levels achieved good and safe results. The Emulation Movement to Win has created an important driving force, directly contributing to building strong military branches in all aspects, completing well and excellently the assigned tasks.

Delegates attending the conference reviewed the MS-20S and AM-50S bridge demonstration at Brigade 229 (Engineer Corps).

At the conference, delegates conducted a vote of confidence, proposing to award the Government's Emulation Flag and the Ministry of National Defense 's Emulation Flag to collectives with outstanding achievements in 2025.

The emulation bloc of the Military Services has handed over the tasks of emulation bloc leader and deputy bloc leader in 2026. The Signal Corps is in charge of the bloc leader unit, and the Special Forces Corps is in charge of the deputy bloc leader unit.
