In his address to the conference, Colonel Phan Dai Nghia commended the sense of responsibility, the determination to excel, and the outstanding results achieved by the units in the Bloc over the past year; he also emphasized that emulation and reward work must truly become a powerful spiritual driving force, arousing the will, pride, and desire to contribute in each officer and soldier.

The Deputy Commander and Chief of Staff of the Military Region requested that in the coming period, units continue to innovate the content and methods of emulation in a practical, creative, and effective manner, linking the emulation movement with the application of science and technology , digital transformation, and innovation in management, training, and combat readiness. At the same time, they should promote the "Digital Literacy Movement," creating an environment for officers and soldiers to improve their digital knowledge and skills, master technology, and meet the requirements of building a modern army. Units should direct the emulation movement towards successfully fulfilling the central political tasks, linking emulation with building strong, comprehensive, "exemplary, and outstanding" agencies and units, contributing to enhancing overall strength and combat readiness, and meeting the requirements of national defense in the new situation.

With the spirit of "Emulation is patriotism - Patriotism requires emulation," the Emulation Bloc 4 of the Combat Brigades continues to affirm its role as the leading and exemplary force in the Emulation Movement for Victory throughout the Military Region, contributing to further enhancing the tradition of "Self-reliance, self-strength, overcoming difficulties, enduring hardships, resourcefulness and creativity, tenacious fighting, and glorious victory" of the heroic Armed Forces of Military Region 5.
