Wider and longer urban space

The emulation and reward results for the period 2020 - 2025 have truly become the driving force and an important foundation for the socio-economic development of Hai Phong city and Hai Duong province. Implementing the emulation movements launched by the Prime Minister, the city issued plans and deployed the movements to all levels and sectors, creating a vibrant emulation atmosphere, promoting the strength of the entire political system and all classes of people in promoting socio-economic construction and development. In particular, the outstanding emulation mark is the expansion of urban space, the gradual completion of urban infrastructure investment, and rapid urbanization. Over the past 5 years, hundreds of collectives and individuals have achieved outstanding achievements in the emulation movement in the field of urban management and development.

In the eastern area of Hai Phong, urban development is based on three strategic breakthroughs. The North of Cam River has basically completed the infrastructure project of the new urban area North of Cam River, including the completion of a number of projects considered as symbols of the city's dynamic and breakthrough development in the new period, including: the Political - Administrative Center and the City's Conference - Performance Center. The city has promoted the implementation of many large investment projects in this area such as: VSIP Hai Phong Urban, Industrial and Service Area; Vu Yen Island Amusement, Recreation, Housing and Ecological Park. For the Cat Hai and Cat Ba directions, the city has strongly developed towards the sea, linked with Lach Huyen International Gateway Port and Dinh Vu - Cat Hai Economic Zone, following the model of an urban service, industrial, seaport and international maritime service area, leading to a series of high-end tourism projects, typically: the cable car route from Cat Hai Island to Cat Ba Island; Provincial Road 356... The third breakthrough direction is Do Son and Lach Tray riverside with urban infrastructure receiving attention, strong investment and development, improved regional connectivity, typical projects such as: Hai Phong - Ha Long expressway (section of Hai Phong - Ha Long - Van Don - Mong Cai expressway); Cat Bi international airport and gradually forming 5-star hotel projects, large-scale entertainment areas in Do Son, as well as a chain of urban areas along Lach Tray riverside... The urbanization rate in the east of the city reached 68.94%.

The western area of Hai Phong (formerly Hai Duong province) expands urban space, developing socio-economic orientation in 4 axes. Notably, ecological urban areas along the river, such as: Ecorivers urban area; new urban area North of Han bridge adjacent to Thai Binh river. The western area of Hai Phong focuses on urban development in the direction of green, smart, sustainable; urbanization rate reaches 45%; the transport infrastructure system is focused on investment in a synchronous, modern direction, creating inter-regional and international connections.

Towards a regional-scale urban area

The merger of Hai Phong - Hai Duong created an urban area with a population of more than 4.6 million people, ranking fourth in the country, and the economic scale ranked third in the country. In order to maintain this position and rise to the level of typical urban areas in the Southeast Asia region, Hai Phong determined to maximize the potential and advantages of a seaport city and a regional economic center; expand development space, rationally organize urban - industrial - service - agricultural space; link industrialization and modernization with the development of a modern coastal city. The city also aims to build a modern, smart, and unique urban model; promote sustainable urbanization, balance between urban and rural areas, and between development regions, striving to basically achieve the important criteria of a special urban area by 2030.

To realize this goal, the road ahead is full of challenges. Therefore, the requirement and task is to continue to innovate emulation and reward work according to President Ho Chi Minh's thought on patriotic emulation: "the more difficult it is, the more we must compete". The emulation movement not only helps mobilize all capital sources, focusing on investment in construction, upgrading, urban embellishment and expansion, development of new urban areas of the city, but also effectively implements the management work, building a civilized urban lifestyle. The emulation movement to build a "bright - green - clean - beautiful - safe - civilized" city has been effectively maintained, mobilizing the entire political system, all classes of people, raising awareness, responsibility, joining hands to protect and preserve the urban landscape and environment.

Entering a new phase with more open space, Hai Phong is no longer just "four culverts, three bridges, five gates" but is moving towards a regional-scale urban area. Chairman of the City People's Committee Le Ngoc Chau requested that from now until the end of 2025, the Department of Construction urgently carry out the task of advising and organizing the development of a general plan for the new Hai Phong city; prioritizing the planning of the development of modern technical infrastructure systems, underground spaces, open spaces along rivers and coasts; developing a network of satellite cities, reducing the load on the core urban area. This is a key, urgent and especially important task for the city's development in the coming years. Although the task is difficult and special, with the spirit of competition to overcome difficulties, the city is confidently taking advantage of opportunities, potentials and advantages to develop, becoming a modern, smart, ecological and livable seaport city of the Southeast Asian region.
