Strengthening propaganda and improving the effectiveness of legal support for people

To ensure that 100% of people in need of legal aid are provided with legal aid, every year the Provincial State Legal Aid Center has actively carried out the following tasks: developing a plan to propagate and raise awareness and sense of law compliance for the people; developing a plan to coordinate with relevant agencies and units to promote legal aid work; advising the Department of Justice to submit to the Provincial People's Committee a plan to implement legal aid policies for people in need of legal aid; assigning assistants to stay close to the area, participate in assisting the subjects to ensure the right people, the right job, and proactive coordination to bring about the best results in legal aid work; organizing training conferences, professional development... In 2024, the Center organized 2 training conferences, fostering knowledge, improving professional qualifications and legal aid skills for the team of legal propagandists, legal aid collaborators and lawyers; Draft legal content posted on the Department of Justice's Electronic Information Portal; build bulletin boards at litigation agencies; provide free legal services in the form of legal advice, participation in litigation, and out-of-court representation. In addition, the Center coordinates with the Department of Justice of districts, cities and a number of agencies and units to carry out propaganda and legal aid work for hundreds of people with revolutionary contributions, poor households, people with disabilities and policy beneficiaries on legal documents on land, civil affairs, marriage and family, complaints, denunciations, grassroots democracy and other legal regulations directly related to the rights and legitimate interests of citizens... In addition, every year, the Provincial State Legal Aid Center coordinates with relevant sectors to conduct a survey on the needs of people in need of legal aid to focus on propaganda and dissemination of the law, focusing on propaganda for groups of people in need of legal aid on the same issue or the same content that needs advice and assistance. Implementing the program of building communes and towns that meet legal access standards in new rural construction, the Center has coordinated with the Justice Department of Vu Ban, Nam Truc, Hai Hau, Xuan Truong, and Truc Ninh districts to conduct communication and legal aid for thousands of people in communes and towns.

In order for legal aid work, especially legal aid in litigation activities, to be effective and meet the increasing demands of practical life, the Center has increased its participation in inter-sectoral coordination on legal aid with litigation agencies. In 2024, the Center provided legal aid requests, legal aid information sheets, forms, and case books according to the provisions of Joint Circular No. 10/2018/TTLT-BTP-BCA-BQP-BTC-TANDTC-VKSNDTC of the Supreme People's Procuracy , the Supreme People's Court, the Ministry of Justice, the Ministry of Finance, the Ministry of National Defense, and the Ministry of Public Security: Regulations on coordination in implementing legal aid in litigation activities for provincial and district-level litigation agencies and 175 commune-level police units. In addition, to promptly receive information on legal aid cases and information on legal aid beneficiaries from the prosecution agencies, the Center provides a list and phone numbers of legal aid workers and lawyers who have signed contracts with the Center to the prosecution agencies at the provincial and district levels. The list of legal aid providers is posted on the electronic information portal of the Ministry of Justice and the Department of Justice so that people can contact and choose a legal aid provider when needed. In addition, to ensure the rights of legal aid beneficiaries, the Center focuses on implementing direct legal aid at courts and at investigation agencies. In 2024, the Center received and implemented 27 cases through direct activities at courts and 138 cases corresponding to 138 people who requested legal aid in 64 criminal cases.

Thanks to actively promoting communication and legal aid activities in 2024, the Center has handled 510 cases, of which 415 were handled during the period; 95 were handled in the previous period. The number of cases completed during the period includes 402 cases (181 legal advice cases, 218 litigation cases and 3 non-litigation representation cases). Through the cases performed, 100% of the Center's legal aid workers achieved the assigned litigation case participation target in 2024 from a good level or higher. The quality of legal aid cases is increasingly improved, especially litigation cases. From November 1, 2023 to October 31, 2024, there were 121 cases/a total of 287 successful legal aid cases. During the litigation process, legal aid practitioners, especially legal assistants, all have a high sense of responsibility and strictly comply with procedural regulations and professional ethics.

In the coming time, the Provincial State Legal Aid Center will continue to promote the propaganda of the Party's guidelines and policies, the State's laws, especially focusing on communication, improving the quality and diversifying the types of legal aid services. Strengthening the training of knowledge and skills, encouraging the team of legal aid workers to improve their qualifications, regularly maintaining the proposal of assessment and self-assessment; Focusing on coordination between member sectors of the inter-sectoral coordination council on legal aid in the province's litigation activities to further improve the quantity and quality of the State's legal aid services. To improve the effectiveness of legal aid, Party committees, authorities, and Justice Departments of districts and cities will strengthen coordination, create favorable conditions for operations, making an important contribution to maintaining political security and social order and safety in the locality.
