IT applications bring many outstanding results
Member of the Standing Committee, Deputy State Auditor General Bui Quoc Dung said that the application of high technology, especially IT, is a key driving force for the State Audit to improve its capacity, effectiveness and efficiency in operations, meeting the increasing demands of the Party, State and People.

One of the important milestones is the establishment of the Department of Information Technology under the State Audit Office according to Resolution No. 1044/NQ-UBTVQH15 dated April 23, 2024 of the National Assembly Standing Committee. The Department officially came into operation on June 1, 2024, which is of strategic significance, opening up great opportunities to concentrate resources, specialize and accelerate the digital transformation process, develop digital audit, and meet the requirements of tasks in the new situation.
In order for the application of IT to be implemented in a synchronous, unified and clearly oriented manner, the State Audit pays special attention to the timely development and promulgation of a system of normative documents, programs, projects and management regulations on IT.
The highlight is the issuance of the State Audit’s overall IT development strategy and architecture for the 2019-2025 period, with a vision to 2030, which helps to orient the strategy for all IT development and application activities of the sector. At the same time, the issuance of the State Audit’s database architecture has created a solid foundation for building the sector’s database in a centralized, unified direction, ensuring data integrity and sharing capabilities.
Recognizing that infrastructure is the foundation, the State Audit has invested in building an increasingly modern and synchronous IT infrastructure. Currently, the unit has operated two data centers, meeting the requirements for deploying application software, exploiting network services, effectively serving the direction, operation and professional activities.
To date, 13 software serving management and operation have been developed and deployed, creating a fundamental change in the internal governance model of the State Audit. Along with that, 14 applications directly supporting audit work have been developed and applied, contributing to improving the effectiveness of control and management of audit activities and effectively supporting the work of auditors.
Improving audit capacity through technology application
Many specialized support tools have been built for auditors in complex fields such as basic construction investment, corporate auditing and banking and finance. Audit management software has become a centralized management tool, throughout the stages of annual audit planning, medium-term audit planning, detailed audit organization planning, audit implementation, summary of results and monitoring of recommendations.
The digitization of audit records has also been promoted, creating an electronic audit record database to effectively serve the management, storage, search and exploitation, gradually forming Big Data of the State Audit. The State Audit has also proactively and actively deployed the connection and exchange of electronic data with ministries and branches such as the Ministry of Finance , the State Bank... according to the signed coordination regulations.
In recent years, the State Audit has identified digital transformation as a top priority. Recently, the State Auditor General emphasized that the application of artificial intelligence in auditing is an “urgent task that needs to be implemented immediately” to improve management efficiency, in line with the national digital transformation policy.
Last April, the unit piloted the application of artificial intelligence in auditing activities in a thematic audit of investment, application of IT software, and IT service outsourcing activities for digital transformation in localities in the period 2021-2024.
Promoting IT application in the new term
Promoting the achieved results and identifying new challenges and opportunities, the State Audit Party Committee determined that continuing to promote the application of IT and high technology is a strategic and continuous task in the 2025-2030 period.
The general objective is to “Promote the application of IT in the activities of the State Audit, associated with administrative reform, ensuring publicity and transparency in auditing activities; form a smart management platform system, creating a foundation for the process of converting traditional auditing methods to modern auditing methods based on digital data; increase audits at headquarters; digital auditing is consistent with the roadmap for building e-Government, developing digital economy and digital society in Vietnam, helping the State Audit adapt to the 4th industrial revolution, contributing to the State Audit's active participation in the development of the digital economy”.

To achieve this goal, the State Audit will closely follow the Plan to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. At the same time, continue to effectively implement the State Audit's overall IT development strategy and architecture for the 2025-2030 period. The focus is on enhancing modernization, digital transformation, and the application of artificial intelligence in state management, internal governance and auditing activities.
In particular, it is necessary to create a breakthrough in applying high technology and modern IT to auditing work to gradually increase the number of audits conducted at the State Audit Office headquarters, reduce the time for direct audits at the unit, thereby improving efficiency and reducing inconvenience for the audited unit. The direction needs to be more drastic, along with raising awareness and IT application skills for all cadres and civil servants.
In the coming period, the State Audit Office believes that it will continue to reap more success in applying high technology, especially IT, to all aspects of its operations. This will not only help the unit successfully complete the political tasks assigned by the Party, the State and the people, but also contribute significantly to the cause of building a transparent and sustainable national financial system, effectively serving the cause of national construction and development in the digital age.
