With many effective and meaningful activities, Prime Minister Pham Minh Chinh's working trip not only created an important driving force to bring the friendly neighborly relationship, the comprehensive strategic cooperative partnership, and the Vietnam-China Community of Shared Future to a new height; but also affirmed Vietnam's increasing position and role in peace, stability, and prosperity in the region and the world .
On the morning of June 25, in Tianjin, China, the plenary session of the 16th Annual Pioneers Meeting of the World Economic Forum in Tianjin was held. With the theme “Entrepreneurship for a New Era”, the WEF Tianjin 2025 was attended by more than 1,700 delegates including senior leaders, representatives of agencies, ministries, international organizations, experts, scholars and business leaders from nearly 100 countries around the world. Within the framework of the Conference, Prime Minister Pham Minh Chinh attended and spoke at a number of important discussion sessions and was a special guest of the National Policy Dialogue on the theme “Vietnam – The Era of Rising: Vision to Action”. The policy dialogue with the Vietnamese Prime Minister was a highlight of the WEF Tianjin 2025.
At the Dialogue, Prime Minister Pham Minh Chinh and WEF Executive Chairman Borge Brende discussed many issues, notably Vietnam's new vision and policy orientation for the new development era; Vietnam's experience in building an independent and self-reliant economy associated with deep international integration; and Vietnam's foreign policy in the face of international geopolitical instability.
The Prime Minister said that in the 20th century, Vietnam was the country that suffered the most painful losses in the world and to this day the Vietnamese people are still suffering the consequences of war. However, with the spirit of indomitability, self-reliance and self-improvement, Vietnam is determined to build an independent and self-reliant economy. The guiding viewpoint is: internal resources are fundamental, strategic, long-term and decisive; external resources are important and breakthrough.

Assessing the challenges of the world today, Prime Minister Pham Minh Chinh said that the world, each country and each person, in every stage of development, have difficulties, opportunities and advantages intertwined. In development, there are always conflicts, risks and crises. No one or no country can solve all the difficulties and challenges on their own. The important thing is that each person, each country and the whole world must unite, proactively face and together solve and resolve difficulties and challenges in the most reasonable and effective way; always try to promote and effectively exploit the positive aspects.
With the right mindset, methodology, creative application, suitable to the context of each country and the international situation, knowing how to value intelligence, time and determination, Vietnam is confident that it will overcome difficulties, turning difficulties and challenges into opportunities. The more pressure, the more effort must be made to overcome.

The Prime Minister’s Dialogue was highly appreciated and warmly welcomed by WEF Executive Chairman Borge Brende as well as delegates. Immediately after the Dialogue ended, many delegates and international scholars still raised many questions and were shared by the Prime Minister regarding Vietnam’s strategic breakthrough reforms such as institutions, infrastructure, human resources, administrative reform, decentralization, delegation of power, and organizational arrangement of the political system, etc.
Prime Minister Pham Minh Chinh's sharing conveyed a strong message about a Vietnam ready for breakthrough development from thinking, vision to specific actions , creating a solid foundation to bring Vietnam into a new era of development, an era of national growth.

On the occasion of attending the WEF Tianjin 2025 Conference in China, Prime Minister Pham Minh Chinh received WEF leaders and met with leaders of many countries such as Ecuador, Kyrgyzstan, Singapore, Senegal, etc. Meeting with Mr. Peter Brabeck-Letmathe, WEF Interim President and Mr. Borge Brende, WEF Executive Chairman, the Prime Minister affirmed that Vietnam always highly appreciates the role of WEF and is pleased to see the Vietnam-WEF relationship developing well, becoming more and more in-depth and substantial. The Prime Minister asked WEF to support the effective operation of the Industrial Revolution 4.0 Center in Ho Chi Minh City, making the center one of the models in the WEF network to create momentum to promote the application of advanced technologies in key areas of the future economy.
WEF leaders stated that Vietnam is the attraction of WEF and the WEF business community is very interested in Vietnam. The dialogue events of Prime Minister Pham Minh Chinh for three consecutive years at WEF Conferences have always created a deep impression and inspired with strong messages, helping businesses better understand Vietnam's policies and pay more attention to exploring opportunities to promote investment in Vietnam.
Meanwhile, during meetings with Prime Minister Pham Minh Chinh, leaders of the countries expressed their impressions of Vietnam's socio-economic development achievements; agreed with Prime Minister Pham Minh Chinh on enhancing exchanges and in-depth political dialogue at all levels, especially high-level, between Vietnam and other countries; and closely coordinating to effectively implement agreements agreed upon by high-ranking leaders to promote bilateral relations to new heights.

During his working trip to China, Prime Minister Pham Minh Chinh held talks with Chinese Premier Li Qiang. During the talks, Prime Minister Pham Minh Chinh highly appreciated the rich and substantive results of the mutual visits between General Secretary To Lam and General Secretary and President of China Xi Jinping, as well as the visits and working sessions between the two Prime Ministers in 2024 and 2025, which have created strong momentum and promoted cooperation between the two countries in various fields.
Vietnam always considers developing relations with China an objective requirement, a natural and strategic choice, and a top priority in foreign policy.

Reviewing the achievements of cooperation in recent times, the two Prime Ministers agreed that the relationship between the two Parties and countries has made strong and substantial changes with many positive highlights such as regular high-level contacts, strengthened political trust, many new cooperation mechanisms established; economic, trade, investment and tourism cooperation maintaining growth momentum; railway and aviation cooperation being promoted; local cooperation and people-to-people exchanges taking place vigorously.
The two sides agreed to continue to effectively implement and turn the common perception between the top leaders of the two Parties and two countries and the results of the meetings between the two Prime Ministers into reality and concrete results, maintain regular high-level and all-level contacts, improve the quality and effectiveness of cooperation in all fields, strengthen coordination within multilateral frameworks, maintain a peaceful and stable environment, and bring more benefits to the people of the two countries.
Prime Minister Pham Minh Chinh suggested that both sides further promote the pivotal role of security-defense cooperation in the overall bilateral relationship; improve the quality and effectiveness of substantive cooperation in all fields, maintain regular activities of the Intergovernmental Working Groups on land infrastructure, currency and maritime cooperation and the Economic-Trade, Science-Technology Cooperation Committees; study the establishment of new Working Groups in the fields of education, training, finance, culture and people-to-people exchange. The Prime Minister suggested that both sides synchronously deploy three standard-gauge railway lines connecting Vietnam and China, in which priority should be given to accelerating the construction of the Lao Cai-Hanoi-Hai Phong line in December 2025; and hope that China will support Vietnam in terms of preferential loans, technology transfer, human resource training and cooperation in building a synchronous and modern railway industry.

Wishing for a more balanced and sustainable development of bilateral trade, Prime Minister Pham Minh Chinh suggested that China expand the import of Vietnamese agricultural products, strengthen cooperation in electricity connectivity, accelerate the construction of smart border gates and study a pilot model for building a cross-border economic cooperation zone. The Prime Minister also suggested that the two sides cooperate in investing in building large projects that are symbolic of the bilateral relationship, further deepening cooperation in science and technology, innovation, health, culture, sports, tourism and aviation; strengthening local cooperation and people-to-people exchanges, especially between the young generations of the two countries; and supporting each other within multilateral frameworks.
Agreeing with Prime Minister Pham Minh Chinh’s cooperation proposals, Prime Minister Li Qiang hoped that the two countries would successfully organize the 17th Meeting of the China-Vietnam Bilateral Cooperation Steering Committee and the strategic dialogue mechanism between the three ministries of Foreign Affairs, Public Security, and National Defense, and comprehensively promote cooperation between the two countries in the direction of “6 more”. Prime Minister Li Qiang affirmed that China is willing to accelerate the connection of development strategies with Vietnam, expressing his appreciation for Vietnam’s wish to soon start construction of standard gauge railways connecting the two countries.
Accordingly, Prime Minister Li Qiang suggested that the two sides soon organize the first meeting of the Joint Committee on Railway Cooperation, accelerate feasibility studies, and apply the best options for construction implementation on the basis of ensuring science, safety, and standards. Prime Minister Li Qiang affirmed that China is ready to expand the import of many high-quality products and goods from Vietnam, encourage capable enterprises to invest in Vietnam in the fields of artificial intelligence, digital economy, green economy, new-generation 5G, and satellite applications; and is ready to increase people-to-people exchanges, accelerate aid projects for people's livelihood, and directly benefit people at the grassroots level.
At the talks, the two Prime Ministers had a frank and in-depth exchange of opinions on maritime issues, agreeing to work together to better control and handle disagreements, maintain peace and stability. Prime Minister Pham Minh Chinh suggested that both sides seriously implement the high-level common perception and the Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China; and work together with ASEAN to soon reach an effective and substantive Code of Conduct in the East Sea (COC), in accordance with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS) as agreed by the parties.

An important activity within the framework of Prime Minister Pham Minh Chinh's working trip to China this time is the Prime Minister's attendance at the Vietnam-China Business Connection Forum.
At the forum, delegates introduced the potential and needs for cooperation and investment of each side; affirmed that in the good Vietnam-China relationship, economic cooperation is an important pillar, maintaining continuous development momentum. Chinese enterprises assessed Vietnam as one of the fastest growing and most dynamic economies in the region, with a favorable investment environment; wished to cooperate and invest in Vietnam, especially in the fields of infrastructure, high technology, energy, etc.
Speaking at the forum, reviewing the positive development of Vietnam-China relations, Prime Minister Pham Minh Chinh said that businesses of the two countries play an important role in promoting the Comprehensive Strategic Cooperative Partnership and building a Vietnam-China Community of Shared Future of strategic significance. The Prime Minister emphasized that in the context of the world facing many difficulties, the two countries and businesses must be more united and confident, turning challenges into opportunities for development, contributing to creating an environment of peace, stability, cooperation and development in the region and the world.
The space and opportunities for economic cooperation between the two countries are still very vast, in which cooperation in the fields of science, technology, innovation, digital transformation, green transformation, circular economy, etc. is limitless.

On this occasion, witnessed by Prime Minister Pham Minh Chinh and delegates, Vietnamese and Chinese enterprises and corporations exchanged 9 cooperation and investment agreements in the fields of energy, railways, information technology, telecommunications, real estate, transportation, import and export of goods, etc.
Prime Minister Pham Minh Chinh also had working sessions with leading Chinese corporations such as China Communications Construction Group, China Railway Group, China Railway Engineering Corporation, etc. and the Central Bank of China. At the meetings, the Prime Minister affirmed that the Vietnamese Government will accompany and create favorable conditions for foreign enterprises, including Chinese enterprises, to invest and do business effectively, successfully and sustainably.
This is the third consecutive year that Vietnam has been invited by the host country China and the WEF to attend the forum's annual Pioneers Meeting. This affirms China's importance to the Vietnam-China Comprehensive Strategic Cooperative Partnership and the strategic significance of the Vietnam-China Community of Shared Future; at the same time, it demonstrates the international community's appreciation of Vietnam's development achievements, strategic development orientations, potential, position and international prestige.
