Speed up disbursement of national target programs

According to the report of the Department of Agriculture and Environment, by early September 2025, the disbursement rate of total investment capital and public service capital to implement the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction in 2025 in Thai Nguyen province reached more than 150/454.2 billion VND, reaching a rate of 33.03%.

Of which, development investment capital: Central budget disbursement reached 81/280.3 billion VND, reaching 29.9%, provincial budget disbursement reached more than 48/97.8 billion VND, reaching 49.16%. For career capital: Central budget disbursement reached more than 20.6/74.8 billion VND, reaching 27.5%; provincial budget disbursement reached 19.1%.

Currently, the progress of disbursement of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction by 2025 still faces some difficulties. Specifically: due to the impact of administrative unit rearrangement, many commune-level localities lack specialized staff, especially in the fields of construction, land administration, accounting, etc. The capacity to establish, appraise, implement and settle projects is still limited.

The handover of projects between the district and commune levels after the reorganization is unclear, some projects are not fully handed over, in accordance with regulations. The delay in handing over the central and provincial capital plans also makes the localities not proactive in organizing implementation. Up to now, there has only been a resolution of the Provincial People's Council to reallocate capital for the national target program in 2025, there has not been a decision of the Provincial People's Committee for departments, branches, and localities to base on for implementation...

In her concluding remarks, Ms. Nguyen Thi Loan, Vice Chairwoman of the Provincial People's Committee, requested that units related to the capital sources of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction in 2025 continue to carefully review capital sources to disburse in accordance with regulations.

The Department of Finance must report to the Provincial People's Committee in detail on projects under the two national target programs before September 15. The Department of Agriculture and Environment will continue to report specifically on career capital sources. After synthesizing the report results, the Provincial People's Committee will hold an online meeting with 92 communes and wards to speed up the disbursement progress of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction by 2025.
