The Trade Union Congress at all levels is a political activity, with the motto: "Solidarity, democracy, discipline, innovation, development". According to the Vietnam General Confederation of Labor, the Trade Union Congress at all levels marks a fundamental change in the organizational model in the new era; promptly concretizing the Party's guidelines and resolutions, the State's policies and laws into the Trade Union Congress resolutions.

The Congress has the task of summarizing and evaluating the implementation of the resolutions of the Trade Union Congress of the previous term, proposing directions for activities of the new term; amending and supplementing the Charter of the Vietnam Trade Union; and electing the new Executive Committee of the Trade Union.

The Congress continues to innovate content and form in a practical and effective direction, focusing on quality, saving time and money, and staying on schedule.

According to the plan, the trade unions of communes, wards, and special zones will hold congresses and complete them before October 31, 2025. Grassroots trade unions, grassroots trade unions, member grassroots trade unions, and departmental trade unions will hold congresses and complete them before December 31, 2025.

The Provincial Trade Union Congress will be held after the Provincial Vietnam Fatherland Front Congress and will be completed before March 31, 2026.

If the provincial Trade Union Congress is merged or consolidated, the order of the term of the Trade Union organization after the merger or consolidation will be calculated according to the order of the term of the congress of the Party Committee at the same level. The official congress time is not more than 1 session, and it is encouraged to be associated with the Trade Union work in 2025 of the unit or enterprise.

The Vietnam General Confederation of Labor also stated the number of executive committee members, standing committees, and inspection committees of trade unions at all levels. Accordingly, grassroots trade unions are elected with a minimum of 3 members and a maximum of 25 executive committee members. Commune, ward, and special zone trade unions, based on the number of union members and grassroots trade unions in the area, provincial and municipal labor federations decide to apply the number of executive committees corresponding to the grassroots level to ensure the requirements of assigned tasks.

For provincial-level trade unions, central-level trade unions and equivalent units, units with less than 10,000 union members, elect a maximum of 15 members (the number of members increases gradually based on the number of union members currently in the unit); units with 500,000 union members or more, elect a maximum of 45 members.

Provincial Trade Unions, Central Trade Unions and equivalents shall base on the plan and report to the Party Committee at the same level to develop a plan to organize the congress; at the same time, guide grassroots Trade Unions to organize the congress to ensure practicality and quality, avoiding ostentation and formality.
