Thanh Hoa has 3 fishing ports that have been announced by the People's Committee of Thanh Hoa province as type II fishing ports, including Hoa Loc fishing port (Hau Loc), Lach Hoi fishing port (Sam Son city), and Lach Bang fishing port (Nghi Son town). Due to long-term investment, many items have now degraded, the waterways have been silted, significantly affecting the activities of entering and exiting, anchoring, loading and unloading goods, as well as taking shelter from storms of ships.

Deteriorating infrastructure
Hoa Loc fishing port and Lach Truong fishing boat anchorage area were started in 2007, put into operation in 2011, with a designed capacity of 15,000 tons of aquatic products passing through the port each year. The boat anchorage area alone has an area of 18 hectares, meeting the anchorage capacity for nearly 300 boats. After 13 years of operation, the equipment of the anchorage area has been corroded and degraded. The buoy system has exceeded the period of periodic inspection according to QCVN 72:2014/BGTVT...
In addition, since being put into use, the equipment and construction items in the anchorage area have not been repaired or maintained, so the system of mooring buoys, signs, and signs indicating the entrance to the anchorage area are rusted and severely damaged. Some buoys have sunk, causing danger and difficulty for ships entering and exiting.
Mr. Nguyen Dinh Anh, Deputy Director of Thanh Hoa Fishing Port Management Board, said: “The repair and maintenance of equipment, facilities of fishing ports and storm shelters for fishing boats in Lach Truong is urgent. Thereby, it will contribute to ensuring services for boats docking at the port to load and unload aquatic products and facilitate the management of natural disaster prevention in the storm shelters for fishing boats in Lach Truong”.
Similarly, Lach Hoi Fishing Port in Quang Tien Ward, Sam Son City was built in 2003, capable of receiving ships of 1,000CV or less, with a loading and unloading capacity of 400 tons of seafood per day. This is also a fishing port invested in a storm shelter with an area of over 40 hectares, with a capacity of 700 vessels. In 2005, Lach Hoi Fishing Port was maintained and repaired, but up to now, this project is gradually becoming outdated, with many items deteriorating. In addition to the inadequate infrastructure, the sedimentation at the estuaries, storm shelters, and the area in front of the wharf is not dredged regularly, leading to serious sedimentation. The channel is narrowed, the port and the shelter are shallow, and the loading and unloading of goods as well as taking shelter from storms must wait for many hours, waiting for the tide to rise before being able to enter the port and the shelter to load and unload goods as well as anchor.
Ship owner Nguyen Duc Hai, in Quang Tien Ward (Sam Son City), said: “The current wharf system is outdated in design, so it cannot meet the loading and unloading capacity of fishing boats, especially newly built boats with large capacity. In addition, the channel at Lach Hoi Port has not been dredged for a long time, so it is very difficult for fishing boats to enter and exit, depending on the tide.”
Modernize the fishing port to its full potential!
Mr. Le Van Thang, Director of Thanh Hoa Fishing Port Management Board, said: On May 30, 2023, the Prime Minister signed Decision No. 592/QD-TTg on the investment policy for the sustainable fisheries development project at the Ministry of Agriculture and Rural Development , borrowing capital from the World Bank. In which, Thanh Hoa is invested in upgrading 2 fishing ports, including Lach Hoi Fishing Port and Lach Bang Fishing Port.
Lach Hoi Port will invest in building a new wharf, dredging the anchorage area, locks, channels, and internal traffic routes. Lach Bang Fishing Port will invest in building an infrastructure system in two areas of Hai Thanh Ward and Hai Binh Ward. After being invested, the two fishing ports will ensure the standards of a type I fishing port.
For other fishing ports and dock areas, the province also issued a decision on investment policy for the Project “Sustainable Aquaculture Development in Thanh Hoa Province”. The project aims to upgrade the seafood exploitation infrastructure system, ensure synchronization with the supporting industry, logistics services and improve the efficiency of seafood exploitation, develop brackish water aquaculture infrastructure, from the provincial budget and WB loans.
According to the plan, the project will be implemented from 2023 to 2027. Including upgrading and expanding Hoang Truong Fishing Port (Hoang Hoa); upgrading and expanding the fishing port combined with the storm shelter for fishing boats in Lach Truong in Hoa Loc commune (Hau Loc); projects to build and upgrade fisheries infrastructure in the communes of Nga Thuy, Nga Tan, Nga Tien (Nga Son), Hoang Yen, Hoang Phong, Hoang Luu, Hoang Chau (Hoang Hoa), Da Loc (Hau Loc) and Quang Trung (Quang Xuong).
