Diverse forms of summer teaching
In recent years, to avoid the situation of students going to summer school, the Department of Education and Training of some provinces and cities has directed to ban extra teaching during the summer so that students have time to rest.
For example, the Hanoi Department of Education and Training recently instructed schools not to organize extra classes in any form. The Hai Phong Department of Education and Training requested schools not to organize summer classes from June 1 to August 31, and not to teach in advance, especially for 5-year-old children preparing to enter first grade.
During the end of the previous school year in May 2022, I passed by centers and teaching facilities and witnessed that there were still quite a lot of students attending summer school.
Summer school is very diverse in form and content such as: reviewing knowledge, practicing skills, improving capacity; learning directly or online, mass, in groups, tutoring, or one-on-one... The study time is a 2-3 month summer course, 2-3 sessions/week and the tuition fee is also different.
Summer school right or wrong?
Do students need to attend summer school? This is a difficult question to answer because it depends on the views of parents, students and teachers.
I think that summer school teaching (more broadly, tutoring) must be recognized by law as a business like any other business to create a legal basis and effective management.

The Ministry of Education and Training issued Circular 17 in 2012, which specifically regulates the management of extra teaching and learning. This is a legal document, but I realize that it is impossible to manage extra teaching and learning well because there are many loopholes and the process of checking, monitoring and handling violations is not consistent.
Therefore, in order for summer to not be the 3rd semester as it is now, we hope that the Ministry of Education and Training will soon legalize the extra teaching and learning as mentioned above. In addition, the goals, knowledge to be achieved, and the assessment in the 2018 GeneralEducation program need to be adjusted to ensure that it is suitable for students so that they do not need to take extra classes or summer school.
