Teaching 2 sessions/day: Many primary schools in Ho Chi Minh City have not been able to do it, why?

According to many parents' feedback, many primary schools in Ho Chi Minh City (formerly in Binh Duong province) have not organized two sessions per day for various reasons.

On September 13th, leaders of Tan Khanh, Binh Duong , and An Phu wards (Ho Chi Minh City) stated that some primary and secondary schools in these areas are unable to organize two-session-per-day teaching due to insufficient classrooms, teacher shortages, or delays in constructing additional school buildings.

Teaching two sessions a day is impractical due to overcrowded classrooms with more than 50 students per class.

An Phu Ward (formed by merging the former An Phu Ward and a part of Binh Chuan Ward, Thuan An City, Binh Duong Province), Ho Chi Minh City, is a densely populated area with a large concentration of workers and industrial zones, with a population of over 162,930 people.

Mr. Nguyen Huu Chau, Chairman of the People's Committee of An Phu Ward, said that the local school facilities are currently severely lacking. "With the current population size, An Phu Ward needs four more schools and still won't be able to meet the educational needs of the children of workers in the area," Mr. Chau shared.

According to Mr. Chau, many primary schools in An Phu ward currently have over 50 students per class, creating immense pressure on the locality, making the organization of two-session schooling per day very difficult to implement.

When a reporter from Thanh Nien newspaper raised the issue, noting that the former Binh Duong province had conducted a survey in the 2024-2025 school year and found that most localities could basically meet the requirements for teaching two sessions per day, but why is there currently a shortage of schools and classrooms?

Mr. Chau argued that before Binh Duong merged with Ho Chi Minh City and implemented a two-tiered local government system, some localities basically met the requirements. However, after the merger at the commune level, some key areas with a high concentration of workers have experienced a shortage of schools and classrooms.

In addition to a shortage of classrooms, An Phu ward also lacks teachers.

In addition, Mr. Nguyen Huu Chau said that the locality is currently experiencing a shortage of teachers because the education sector has not yet allocated staffing quotas or allowed teachers to be hired on contract… leading to the locality being unable to proactively recruit teachers.

We need to contract with an external center to teach skills to students.

In Tan Khanh ward (formed by merging Tan Phuoc Khanh, Tan Vinh Hiep, Thanh Phuoc wards, Thanh Hoi commune, and part of Thai Hoa ward, formerly Tan Uyen city, Binh Duong province), Ho Chi Minh City also faces a severe shortage of schools and classrooms.

Mr. Nguyen Huu Phuong, Chairman of the People's Committee of Tan Khanh Ward (Ho Chi Minh City), said that with a population of over 126,393 people, the locality is not yet able to organize two-session-per-day teaching in some primary schools.

Specifically, Mr. Phuong stated that Tan Phuoc Khanh A Primary School is currently teaching only one session per day due to a shortage of classrooms. "We have to collaborate and contract with external centers to teach skills to students during the remaining session, but even that hasn't fully met our needs, and we're still not confident about the quality because these centers are non-public institutions," Mr. Phuong shared.

Many primary schools in Binh Duong ward, Ho Chi Minh City, still do not offer two sessions per day.

Regarding solutions, Mr. Phuong said that Tan Khanh ward has just started construction of Tan Vinh Hiep B Primary School, and after completion, students will be streamed to conduct classes for two sessions per day. However, Mr. Phuong said that it took 5 years to prepare for the construction of Tan Vinh Hiep B Primary School due to lengthy investment and construction procedures and budget allocation.

Similarly, in Binh Duong ward (Ho Chi Minh City), which has the highest concentration of 7 industrial zones in the country, with a population of 107,576 people, many primary schools such as Hoa Phu and Phu My do not offer two sessions per day due to a shortage of classrooms; students have to attend classes at outside centers for one session (morning or afternoon), causing concern among many parents.

Primary schools will implement a two-session-per-day teaching schedule starting from the 2025-2026 school year.

Following the conclusion of General Secretary To Lam's announcement requiring primary and secondary schools to teach two sessions per day free of charge from the 2025-2026 school year, and the Prime Minister's Directive on organizing two-session-per-day teaching and summer activities for children and students, on August 5, 2025, the Ministry of Education and Training issued a document guiding the implementation of two-session-per-day teaching.

Accordingly, for primary schools, teaching will be conducted in two sessions per day, with no more than 7 lessons per day, each lesson lasting 35 minutes. For lower secondary and upper secondary schools, two-session teaching will be implemented according to a roadmap, in schools with sufficient facilities and teaching staff.
