Mr. Tran Binh Than, Chairman of the People's Committee of Huong Son district (Ha Tinh) has just signed a document to send to the People's Committee of Ha Tinh province regarding the proposal to impose administrative sanctions on HANO-VID Real Estate Joint Stock Company (located in Hanoi ).
Accordingly, the People's Committee of Huong Son district proposed to fine HANO-VID Real Estate JSC a total of nearly 4 billion VND for implementing the Bac Pho Chau 1 Urban Residential Area project (in Pho Chau town and Son Trung commune, Huong Son district).
Specifically, according to this report, the People's Committee of Huong Son district determined that HANO-VID Real Estate Joint Stock Company had committed land occupation when using land in the field without completing the procedures for land allocation and land lease according to regulations. The occupied land is the entire area of more than 10 hectares of the project, of which the land in Son Trung commune is more than 5.2 hectares, the land in Pho Chau town is more than 5.4 hectares. The types of occupied land include: unused land, agricultural land other than rice land, rice land and non-agricultural land.
Although the land has not been allocated, HANO-VID Real Estate JSC has started construction and completed many items at the Bac Pho Chau 1 Urban Residential Area project.
Regarding the violations during the implementation of the above project, the People's Committee of Huong Son district proposed that the People's Committee of Ha Tinh province consider fining the investor, HANO-VID Real Estate JSC, a total amount of nearly 4 billion VND. Of which, the fine is more than 1.7 billion VND for land occupation and the compensation for consequences is more than 2.1 billion VND.
According to research, in 2019, HANO-VID Real Estate Joint Stock Company was approved by the People's Committee of Ha Tinh province to invest in implementing the Bac Pho Chau 1 residential area project on an area of more than 10 hectares, including rice fields, perennial crop land, and recovered educational and training facility land...
The project has a total investment of nearly 800 billion VND and is implemented in the form of state land acquisition and site clearance compensation.
In June 2020, Huong Son District People's Committee coordinated with the investor to complete compensation for households. By February 2022, Huong Son District People's Committee submitted a document to the Department of Natural Resources and Environment and Ha Tinh Provincial People's Committee requesting land allocation and land lease for HANO-VID Real Estate Joint Stock Company to implement the project.
However, due to problems in calculating land rental prices, the project has not yet been decided by the Provincial People's Committee to allocate land. However, the investor has still been busy leveling the ground and starting construction of the project. Up to now, the project has completed items such as the construction of the rough structure of many 3-storey townhouses and many other items.

In 2022, the People's Committee of Huong Son district discovered violations and made administrative violations of construction order up to 3 times against HANO-VID Real Estate Joint Stock Company.
At this time, the District People's Committee also issued a decision to administratively fine the project investor VND40 million and requested to immediately stop all construction activities. Although the project was suspended, the investor still ignored the decision and continued to let workers carry out construction.
