High school graduation exam too difficult, National Assembly requests report

According to the Chairman of the Committee on Culture and Society, public opinion has reflected a lot on the fact that the exam questions for some subjects were more difficult than last year, because the exam questions were more outside the curriculum.

Regarding the issue of counterfeit and poor quality goods, Mr. Nguyen Dac Vinh said that the Standing Committee of the Culture and Social Affairs Committee discussed with a number of agencies of the National Assembly and agreed on a plan to hold an explanation session in August.

" In July and early August, we will receive reports from ministries, branches, and localities and conduct field surveys. In August, the Committee on Culture andEducation will, together with the Committee on Science, Technology, and Environment, the Committee on Petitions, and Supervision, organize a session to explain the two main groups: fake drugs and fake food ," said Mr. Nguyen Dac Vinh.

Referring to the 10th grade entrance exam and high school graduation exam, the Chairman of the Committee on Culture and Society assessed that these are two very big problems.

In particular, with the 10th grade entrance exam, we will have to discuss and debate very carefully the issue of student streaming and how to organize high school. At the same time, in the step of discussing the policy of amending the Law on Vocational Education, the Ministry of Education and Training proposed the direction of developing vocational high schools.

" The spirit is to encourage students to study more in high school. If this policy can be handled, the pressure of taking the high school entrance exam will be reduced, " said Mr. Nguyen Dac Vinh.

Regarding the high school graduation exam, according to the Chairman of the Committee for Culture and Society, " Public opinion reflects that the exam questions for some subjects are very difficult compared to last year. This is the first time the high school graduation exam has been organized according to the new general education program, operating with many sets of textbooks in parallel. Therefore, the exam questions are more practical and are more outside the program. This is a very new issue, so it can also have an impact. Students' adaptation to the new exam methods and formats is also a problem, " Mr. Nguyen Dac Vinh mentioned.

Recognizing that this issue is highly specialized, the Committee on Culture and Society has requested the Ministry of Education and Training to report. The Committee will also consult with general education experts and experts with in-depth knowledge of test making to have a specific report.

According to Mr. Nguyen Dac Vinh, the general view of the Committee on Culture and Society is that the exam questions must be highly classified and quality-oriented, avoiding the failure to classify students.

" After that, universities will not be separated or classified, which will affect the quality of training at the university and post-secondary levels. We will coordinate with the Ministry of Education and Training to conduct a thorough study to report to the National Assembly Standing Committee ," said the Chairman of the Committee for Culture and Society.

Regarding the issue of foreign languages, Mr. Nguyen Dac Vinh cited Conclusion No. 91 of the Politburo on continuing to implement Resolution No. 29 stating: Focus on improving the foreign language skills of students, gradually making English the second language in schools.

According to Mr. Nguyen Dac Vinh, it is necessary to clearly define the importance of foreign languages in the integration period. Currently, in the scientific community, the language of communication at seminars, conferences, and research is mainly English. In international integration, from business, tourism, and communication, English is highly valued.

" We want the people, especially the current young generation, to be better educated, aiming to use English fluently for the goal of better integration. However, our current education system does not meet the requirements, so the Politburo wants to innovate and improve the quality of English training in schools. We will continue to discuss to find appropriate ways to implement it ," Mr. Nguyen Dac Vinh informed.

The Chairman of the Committee on Culture and Society also cited the reality that at the university level, many countries in the world have training programs in English. When surveying the postgraduate (PhD) programs at some major universities such as Hanoi University of Science and Technology and Ho Chi Minh City National University, they have initial training programs in English.

" This is very favorable for attracting foreign students and foreign lecturers to study and exchange. Therefore, we need ways to propagate for people to understand and support the policy. The Committee for Culture and Society will recommend the Government and the Ministry of Education and Training to continue to have solutions ," Mr. Nguyen Dac Vinh added.
