Proposal to apply equivalent preferential policies to free trade zones

Speaking about the draft Resolution of the National Assembly on piloting a number of special mechanisms and policies for the development of Hai Phong City at the morning session of the National Assembly on June 13, opinions agreed to apply preferential policies and mechanisms for this city.

Opening the discussion session, Deputy Pham Van Hoa (Dong Thap) expressed his approval of the special status for Hai Phong. He stated that the policies for the free trade zone would be significantly attractive to investors, but he said that the policies on taxes, land rents, water surface rents, etc. expected for Hai Phong have much higher incentives than for Da Nang , even though the policy for Da Nang has just been issued not long ago, leading to the situation of "some places are crowded, some are empty".

Sharing the same view, Deputy Tran Chi Cuong (Da Nang) completely agreed with the outstanding policies for Hai Phong, but also suggested that the National Assembly consider applying them to Da Nang and free trade zones that may develop in the future, avoiding disparities between localities and ensuring the enhancement of national competitiveness. "In the long term, I suggest that the National Assembly consider promulgating a law on free trade zones," said Mr. Tran Chi Cuong.

Also agreeing with the policies stated in the draft resolution, deputies Tran Dinh Gia (Ha Tinh) and Nguyen Thi Suu (Hue) proposed reviewing and tightening the criteria and conditions for enjoying incentives, preventing policy exploitation.

Deputy Nguyen Truong Giang (Dak Nong), Vice Chairman of the Law and Justice Committee, expressed his concern about the land recovery policy. Deputy Nguyen Truong Giang suggested that there should be specific and clear criteria for cases of land recovery that are interspersed with people's land use rights for socio-economic development for the benefit of the nation and people. He also pointed out that this draft resolution is very different from the current policy of Da Nang and suggested that it be studied, regulated, and standardized on the priority of law application.

Speaking on the acceptance and explanation, Minister of Finance Nguyen Van Thang agreed with the viewpoint of designing an equivalent mechanism for Da Nang, especially when this locality is also the planned location for the construction of an international financial center. The Minister proposed the option of including this content in the general resolution of the session; or submitting it to the National Assembly to authorize the National Assembly Standing Committee to issue a resolution.

The Minister affirmed that the draft closely followed the spirit of the four main resolutions of the Party and the National Assembly, ensuring the promotion of advantages, potentials and strengths, not only meeting the development requirements of the existing Hai Phong but also ensuring the synchronous development of both localities, Hai Phong City and Hai Duong Province, after the merger, thereby creating a solid foundation for Hai Phong City (after the merger) to continue to become a growth pole of the Red River Delta.
