According to the Government 's Proposal on the arrangement of provincial-level administrative units in 2025, the Government has developed 23 arrangement plans for 52 provincial-level administrative units to form 23 new provincial-level administrative units. After the arrangement, the country will have 34 provincial-level administrative units, including 6 centrally-run cities and 28 provinces. All 23/23 provincial-level administrative units formed after the arrangement have met the standard orientation as prescribed in Resolution No. 76/2025/UBTVQH15.
After the arrangement, the maximum number of cadres, civil servants and public employees at the provincial level must not exceed the total number before the arrangement and the streamlining of the payroll must be carried out in conjunction with restructuring and improving the quality of the cadres, civil servants and public employees, ensuring that within 5 years, the arrangement is basically in accordance with regulations.

The total number of provincial-level public headquarters of 52 provinces and cities that have been reorganized is 38,182; 33,956 headquarters will continue to be used; 4,226 headquarters will be surplus. The arrangement and use of headquarters, handling of public finances and assets after the reorganization of provincial-level administrative units will be implemented according to Government regulations, direction of the Prime Minister and guidance of the Ministry of Finance .
At the commune level, out of the total 10,035 commune-level administrative units currently in the country, 9,907 administrative units (7,571 communes, 1,719 wards and 617 towns) will be reorganized and 128 administrative units (123 communes, 5 wards) will remain the same because they have met both standards on natural area and population size or have special factors (isolated location). According to the arrangement plan, 3,193 new commune-level administrative units will be formed (2,498 communes, 682 wards and 13 special zones).
After the reorganization, the country has 3,321 commune-level administrative units (2,621 communes, 687 wards and 13 special zones), a decrease of 6,714 commune-level administrative units (a decrease of 66.91%).

The Government also proposed to basically transfer the current district-level staffing to arrange and allocate staffing to the new commune-level administrative units after the reorganization. The current leadership and management staff of the district-level political system should be studied to basically arrange them as the core in the new commune-level administrative units; at the same time, increase a number of provincial-level cadres, civil servants and public employees to the commune level.
In the immediate future, the number of cadres, civil servants and public employees of the commune-level administrative units after the rearrangement shall not exceed the total number of cadres and civil servants present at the commune-level administrative units before the rearrangement. After the rearrangement, a review will be carried out to streamline the payroll in conjunction with restructuring and improving the quality of the team to meet the requirements of the tasks, ensuring that within a period of 5 years, it will basically comply with the regulations.
In addition, the activities of non-professional workers at the commune level must be terminated and the regimes and policies must be resolved according to the Government's regulations. Based on the Government's regulations and instructions from competent authorities, the provincial People's Committees and relevant agencies and organizations must promptly implement the regimes and policies for cadres, civil servants, public employees and workers in the process of arranging administrative units and organizing the apparatus to ensure the correct subjects and rights and interests of cadres, civil servants, public employees and workers.
In the working program on the afternoon of June 5, the National Assembly Standing Committee voted to approve in principle the resolutions on the arrangement of commune-level administrative units in 2025.
