On the afternoon of October 8, within the framework of the Workshop "Implementing Resolution 57-NQ/TW: Developing science, technology (KHCN), innovation (ĐMST) and digital transformation (CĐS) for a sustainable development of Dong Nai" of TechFest Dong Nai in 2025, speakers and experts presented strategic papers, covering comprehensively from digital government, digital infrastructure, digital economy, smart cities to enterprise CĐS and strategic technology.

Deputy Director of the Center for Technology - Digital Government (National Digital Transformation Agency, Ministry of Science and Technology) Dang Tung Anh shared: The overall digital national architecture framework (abbreviated as the National Framework) is to outline the overall digital architecture model for the country, in which the most basic and shared components are identified for agencies in the political system at all levels; ensuring network security and information security; ensuring connection, sharing, and common use of resources and data; avoiding duplication on a national scale; and at the same time supporting socio-economic development, serving people and businesses. At the same time, it helps save costs, share platforms and data, limit duplicate investments; increase transparency through open data, enhance accountability and social participation; increase the satisfaction level of people and businesses...

For localities, including Dong Nai , the province needs to build a provincial digital architecture framework. If the original national digital architecture framework is applied, it is not necessary to issue a separate one. In case of additions or adjustments, the locality needs to issue a provincial digital architecture framework based on the national framework, focusing on connecting with national databases, shared platforms, reviewing infrastructure, standardizing data, etc.

Localities should rely on Decision No. 2618/QD-BKHCN dated September 11, 2025 of the Ministry of Science and Technology on promulgating the list and plan for implementing national digital platforms, as well as shared digital platforms for each industry, field and region to avoid duplication in investment.

According to Mr. Tran Minh Tuan, Dong Nai cashew products have many strengths and advantages in export. Therefore, implementing a digital trading floor solution for this cashew product will bring many benefits and meanings.

Specifically, this trading floor helps to make the supply chain transparent by applying new technologies such as blockchain technology, traceability via QR codes for cashew products... Thereby, helping to ensure the quality and increase the value of Dong Nai's cashew products.

Mr. Tran Minh Tuan added: This trading floor is also integrated with many utilities, optimizing transactions, contributing to eliminating intermediaries to optimize export value. In addition, the trading floor can also help analyze and forecast fluctuations in the global cashew market through databases and artificial intelligence applications. In the coming time, the Department of Digital Economy and Society will support the Department of Science and Technology of Dong Nai province to deploy this model.

Head of the Southern Office of the Intellectual Property Office Tran Giang Khue assessed: Dong Nai has a strategic location, is the industrial "capital" with a large population and area, and is the dynamic economic center of the Southern Key Economic Zone.

In recent times, the province has formed an innovation ecosystem associated with creative research and innovation start-up activities, achieving many remarkable achievements. The province has also issued many policies, programs, and tasks to support the development of intellectual property.

According to the 2025 Innovation Index recently announced by the Ministry of Science and Technology, Dong Nai province ranked 12th out of 34 provinces and cities nationwide. To improve the Innovation Index and promote intellectual property activities in the locality, Head of the Southern Office of the Intellectual Property Office Tran Giang Khue proposed that Dong Nai province should develop a synchronous and effective intellectual property system in all stages of innovation, establishment, exploitation and protection of intellectual property rights, creating an environment to encourage innovation. In addition, it is necessary to simplify administrative procedures, improve the effectiveness and efficiency of state management of intellectual property, promote and improve the effectiveness of intellectual property rights enforcement activities.

At the same time, it is recommended that the province build and complete a human resource development strategy for science and technology and innovation in general and the field of intellectual property in particular. In particular, the most important solution is to form and develop a network of support centers, technology transfer and intellectual property at research institutes, universities and enterprises.

According to Mr. Bui Tien Dung, IoT (Internet of Things) solutions for smart industrial parks, remote monitoring and control of equipment, production optimization, predictive maintenance, improved security and safety, and optimization of resource and supply chain management are urgent needs of manufacturing enterprises today.

In particular, Dong Nai province is the locality with the most industrial parks in the country. The deployment of IoT in smart building systems brings many significant benefits, not only helping to save costs but also optimizing operations and improving the quality of the living environment.

In terms of operations and finance, IoT enables the optimization of resource efficiency. In addition, the system plays an important role in energy savings through controlling and adjusting consumption demand. Furthermore, it helps optimize energy costs by analyzing and predicting consumption demand, as well as effectively utilizing on-site renewable energy sources.

For system management and maintenance, IoT helps optimize equipment installation and performance thanks to its analytical capabilities. In particular, it contributes to ensuring timely system maintenance thanks to predictive analysis of equipment life, thereby minimizing the risk of incidents...

Along with that, IoT applications also contribute positively to environmental management and compliance with green standards. Specifically, the system allows controlling carbon emissions and ensures compliance with Dong Nai province's policies on green growth and sustainable growth.

To develop a smart city, Mr. Huynh Luong Huy Thong said that in the coming time, Dong Nai needs to focus on breakthrough tasks. These include building smart industrial parks, managing infrastructure - energy - environment; developing digital technology services, e-commerce and logistics connecting Long Thanh International Airport; managing urban infrastructure, especially new urban areas.

The Director of the VNPT Group's Digital Data Center also proposed groups of solutions to deploy the smart urban model in the province, including: Smart Urban Operation Center - IOC, comprehensive connection of data sources, standardization of shared data information structure, development of data for all levels and sectors to serve the development of smart urban services; group of solutions for urban planning management and smart technical infrastructure. After standardizing data and building an urban infrastructure management platform, it is necessary to integrate it into the digital copy platform (Digital Twin)... This is a key tool to help urban authorities digitize the current situation, simulate the future and be able to make strategic decisions.

Mr. Vu Ngoc Dien emphasized: Digital infrastructure plays an extremely important role in the development of the province. Digital infrastructure helps promote economic and social innovation, improve labor productivity; attract investment and develop high-tech industries and digital services. Providing stable internet infrastructure helps businesses and people access digital services, optimize management and production activities, and improve the quality of life. In addition, digital infrastructure contributes to improving the efficiency of state management, applying smart digital technology, security in management and public services...

To develop digital infrastructure in Dong Nai, Mr. Vu Ngoc Dien recommended that the province upgrade telecommunications infrastructure, including expanding fixed broadband infrastructure to 100% of households, and integrating e-government services to improve efficiency. In addition, it is necessary to build and upgrade data centers and develop cloud computing infrastructure.

Regarding the information security infrastructure system, it is necessary to build a protection system, upgrade the SOC Center system to expand the scope of monitoring, improve the quality and level of information security protection for all agencies and units in the province; as well as have solutions to develop policies and train cyber security.

At the workshop, Dr. Nguyen Thi Thuy Lien said: Dong Nai has many great advantages to promote the development of the innovation ecosystem and develop strategic technologies. The province has many industrial parks, advantages in strategic location, key projects/works and human resource development...

In order for the "3 houses" model (state, school and enterprise) to have many conditions to connect and promote effectiveness in concretizing Resolution No. 57-NQ/TW of the Politburo, localities need to unify and coordinate to build strategic technology programs, policies and guidelines for developing science and technology to commercialize products. In addition, Dong Nai needs to have breakthrough policies to aim for effective cooperation between the "3 houses"...
