Can Tho City's 2025 Digital Transformation Plan aims to develop a digital government that effectively serves the people, businesses, and the direction and administration of state agencies; develop a digital economy with businesses, digital technology products and services as the center, becoming a driving force for growth in industries and fields; develop a digital society to create conditions for people to conveniently access public services, education, training and knowledge. Striving to put Can Tho City in the top 10 localities in the country in Digital Transformation.
Accordingly, in the specific target group on digital government development, the city strives for 100% of administrative procedures in the city to be eligible to be provided online throughout. Of which, at least 80% of administrative procedures are integrated and provided on the National Public Service Portal; the rate of online settlement records over the total number of records reaches at least 80%; at least 80% of administrative procedures with financial obligations are implemented for online payment. The rate of digitization of records and results of settlement of administrative procedures is still valid at 100%; 100% of new records and results are digitized; 100% of periodic reports (excluding confidential content) of state administrative agencies are updated and shared on the city's reporting information system and connected to the National reporting information system, effectively serving management, direction and operation activities; 100% of departments, branches, sectors and People's Committees of communes and wards arrange units or focal points to carry out tasks and solutions for digital transformation at agencies, units and localities.
Regarding digital economic development, the city strives for the digital economy to account for at least 20% of GRDP; the rate of enterprises using electronic contracts in the commercial sector to reach over 80%; the rate of small and medium enterprises using digital platforms to reach over 50%; 100% of shopping malls; 80% of food service providers and retail outlets in shopping malls and consumer goods retail stores to deploy electronic invoice solutions generated from cash registers to prevent tax and budget losses; 99% of businesses pay taxes electronically...

Regarding the development of digital society, the city strives for the rate of adult population granted digital signature certificates and electronic signature certificates to reach over 50%; 100% of households, 100% of communes and wards have access to broadband fiber optic Internet services; the rate of deploying digital transcripts for students to reach 100% (except for preschool education ); the rate of hospitals and medical examination and treatment facilities deploying electronic health books integrated on the VNeID application to reach 100%; each person has a digital personal health record; deploy 4G/5G mobile network services and smartphones; 100% of communes and wards have 5G mobile networks; 80% of the population aged 15 and over have payment transaction accounts at banks or other licensed organizations...

The City People's Committee requests the city's departments, branches, and sectors and the People's Committees of communes and wards, based on the assigned tasks, to develop detailed plans and organize implementation, ensuring efficiency, progress, focus, and key points, and to select a breakthrough task and implement it effectively and practically to create a general change in the digital transformation work of their agencies, units, and localities.
According to Mr. Nguyen Dang Khoa, Deputy Director of the Department of Construction of Can Tho City, in recent times, the Department has regularly followed the direction of the City Party Committee and the City People's Committee in directing, operating, inspecting, and supervising digital transformation activities, controlling administrative procedures, and handling administrative procedures in accordance with regulations, avoiding harassment and causing inconvenience to people and businesses. In the coming time, the Department of Construction of Can Tho City will continue to promote the achieved results, improve the sense of responsibility and quality of direction and operation in the fields of science , technology, innovation and digital transformation.
