Reviewing the natural disasters affecting traffic on National Highways 12, 279, 4H and National Highway 6 during the rainy season of 2024, Mr. Pham Van Sy, Deputy Director of the Department of Construction, said: Due to the impact of prolonged heavy rain, especially the impact of storm circulation No. 2 and No. 3, there were severe damage to traffic in the province. On the routes including National Highways: 12, 279 and 6, there were eight incidents with millions of cubic meters of rock and soil damaging the road; National Highway 279C had two incidents. Of which, the most serious damage was the heavy rain and flash flood that occurred at the end of July 2024 in Muong Pon commune, Dien Bien district, causing millions of cubic meters of rock and soil to bury thousands of meters of road on National Highway 12 (the section connecting Dien Bien district - Muong Cha); traffic on the route was almost paralyzed for many days; Traffic damage after this flash flood is hundreds of billions of dong.
As soon as the disaster occurred, the transport sector was ready with machinery and vehicles to fix the problem, but due to the fact that the routes were long, the landslides were scattered, and the volume was large, the fix was very difficult. On National Highway 6, the Tuan Giao-Muong Lay town section or National Highway 4H were all single routes, so when a disaster occurred, the fix was not only difficult but also required a lot of time.
Drawing on experience from the work of directing preparation, prevention, response and recovery, before this year's storm season, the Department of Construction has directed units to inspect and evaluate the field along the entire route under their management to take measures to prevent damage and have a plan to overcome it immediately when an incident occurs. Mr. Vu Tien Quyet, Head of Road Maintenance Department (Department of Construction) said: Currently, the unit is directing four contractors to carry out regular inspection and maintenance supervision of more than 900 km. Of which, more than 593 km of national highways: 4H, branch 4H1, branch 4H2, 12, 6, 279, 279B, 279C and more than 309 km of intra-provincial roads. At the same time, the Department has requested road management units to focus on clearing, dredging ditches, clearing sewers, filling sidewalks, smoothing the road surface, installing markers and signs, and protecting road safety corridors and traffic infrastructure. In particular, fully prepare spare materials, machinery, and equipment for key locations, ready to ensure safe and smooth routes to serve people's travel needs.
Under the direction of the Department of Construction, at Km175+800 of National Highway 12 (from Dien Bien Phu city to Muong Cha district), since the end of April, Dien Bien Road 2 Joint Stock Company has mobilized human resources, equipment, and machinery to dredge ditches, clear culverts and culvert beds, and level the roadside to increase drainage capacity and limit flooding. On the Nua Ngam-Huoi Puoc route, Dien Bien Road 2 Joint Stock Company also dredged grass and mud in drainage ditches.
Deputy Director of Dien Bien Road 2 Joint Stock Company Bui Giap Thin said: The company is responsible for road maintenance in the province with a total length of over 330 km under its management. Before the rainy season, the company focuses on handling the drainage system, especially the longitudinal ditch and culvert systems to ensure drainage capacity when floods occur. In addition to the above instructions, at this time, the Department of Construction has established a Steering Committee and assigned responsibilities to each member in directing and organizing the implementation of overcoming traffic incidents caused by natural disasters, storms and floods; at the same time, assigned tasks to road management units, passenger transport units, provincial bus stations, contractors, and the Project Management Board to specifically develop plans for each unit in disaster prevention, control, search and rescue, and traffic safety.
As for the Road Maintenance Board, the Department of Construction has directed that it must regularly coordinate with relevant units to organize field inspections, review and develop appropriate maintenance plans for each route; at key points, machinery and human resources must be arranged on duty to be ready to promptly handle any arising situations, ensuring smooth traffic, serving the people's travel needs well, especially during the rainy and stormy season.
