New developments in the Cat Lai bridge construction investment project connecting Dong Nai with Ho Chi Minh City

Dong Nai province agreed to assign CC1 to study the investment plan for the Cat Lai bridge project connecting Dong Nai with Ho Chi Minh City and submit a proposal before October 31.

Dong Nai Provincial People's Committee has just issued a document approving the assignment of Construction Corporation No. 1 (CC1) to study and propose investment in the Cat Lai Bridge Project and access road under the form of public-private partnership (PPP).

The deadline for investors to submit project proposals is before October 31.

During the investment plan research process, CC1 will bear all costs and risks in case the proposal is not approved and the investor is not selected to implement the Project.

In addition, the investor is responsible for the content of the project proposal, comparing the forms of project contracts and reporting to the competent authority for decision as a basis for calculating the total investment, and preparing a project implementation schedule.

Dong Nai Provincial People's Committee assigned Dong Nai Construction Investment Project Management Board to be the unit receiving the investor's dossier and responsible for discussing with the investor, working with the consulting unit, checking the dossier components and contents according to regulations.

The Department of Finance, Department of Construction, Department of Agriculture and Environment are assigned to coordinate with relevant units to organize the appraisal of documents, complete procedures on construction, planning, environment, and land, in accordance with legal regulations.

Regarding the Long Hung Bridge Project (Dong Nai 2 Bridge), in terms of policy, Dong Nai Provincial People's Committee supports CC1's research and implementation of the project.

Therefore, Dong Nai province requested CC1 to coordinate with departments, branches and localities where the project passes through to study the project route, determine preliminary compensation, support and resettlement costs, and compare between project contract forms.

After agreeing with the People's Committee of Ho Chi Minh City on assigning the People's Committee of Dong Nai province as the competent authority to implement the Project, the project proposal unit will be considered according to the provisions of the PPP Law.

Previously, CC1 had a preliminary proposal for the Cat Lai Bridge Project with a length of 11.7 km. In which, the land clearance part will be paid for by the budgets of Dong Nai and Ho Chi Minh City.

The Cat Lai Bridge construction component project and the approach roads at both ends of the bridge will be implemented by the investor with a total investment capital of VND 12,564 billion (including loan interest).

For Dong Nai 2 Bridge Project (also known as Long Hung Bridge), the total length of the bridge and approach roads is 11.8 km.

In this project, CC1 proposed that the locality will carry out site clearance, and the road construction will be carried out by the investor using the enterprise's capital.

CC1 affirmed that if the investment policy is approved by the authorities, it can start construction of the Cat Lai Bridge and Dong Nai 2 Bridge projects at the end of 2025.
