Overview of the Vietnam Private Economic Forum 2025
Attending the forum were comrades: Hoang Binh Quan - Former member of the Party Central Committee, former Head of the Central External Relations Commission, Honorary President of the Vietnam Young Entrepreneurs Association; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of departments, branches and localities in the South Central and Central Highlands regions and 200 delegates representing the business community and private enterprises of provinces and cities in the South Central and Central Highlands regions.
Speaking at the opening of the forum, Mr. Phan Thanh Thien - Vice President of Vietnam Young Entrepreneurs Association, President of Gia Lai Young Entrepreneurs Association, General Director of Truong Sinh International Science Group emphasized: The South Central Coast and the Central Highlands are regions with a strategic location, rich in resources, many advantages in high-tech agriculture , renewable energy, tourism - services and a unique cultural treasure. However, private enterprises in the region are also facing major "bottlenecks" such as: lack of synchronous traffic infrastructure; high logistics costs; tourism has not been exploited commensurate with its potential; access to capital and land still has many obstacles, ... Today's dialogue session is a forum for us to identify problems, thereby suggesting solutions, building practical and feasible policy recommendations. With the spirit of “Pioneering innovation – Creating value”, Mr. Phan Thanh Thien believes that the private business community in the South Central and Central Highlands regions will not only overcome challenges, but also create breakthroughs, contributing to realizing the goal of Vietnam becoming a developed, high-income country by 2045.

At the forum, delegates listened to Associate Professor, Dr. Tran Dinh Thien, Former Director of the Vietnam Economic Institute, Member of the Prime Minister 's Policy Advisory Council, present a speech on the topic "The role of the private economy in the new era"; Ms. Ha Thu Thanh, Vice President of the Sao Do Entrepreneurs Club, President of the Vietnam Institute of Board Members), member of the Prime Minister's Advisory Council on Administrative Procedure Reform, present a speech on "Private economy and family businesses - Pillars of the economy".
Ms. Ngo Thao Vuong - Founder of NEP 1995 brand, currently operating Nep Viet Heritage, spoke at the forum.
Immediately after the discussion, the Forum entered a direct dialogue session, which was an important part, creating an opportunity for businesses and entrepreneurs in the South Central and Central Highlands regions to share their experiences; at the same time, raise difficulties, obstacles and make recommendations to representatives of the Vietnam Young Entrepreneurs Association, representatives of local authorities and experts. In particular, the main opinions focused on issues such as: Proposing the government to have solutions to reduce compliance costs, eliminate "sub-licenses", create a transparent and fair business environment; proposing a credit mechanism suitable for small and medium enterprises; proposing methods to promote Innovation and digital transformation; the province's policy on supporting the local startup and innovation movement, helping young businesses overcome the initial difficult stage and develop sustainably; Review and reduce administrative procedures, etc. The forum also listened to recommendations and suggestions from businesses to help promote the development of green and organic agriculture, apply technology to increase the value of agricultural products; build the brand of agricultural products of the Central Highlands and South Central Coast to reach out to regional and international markets; solutions to take advantage of the landscape, climate, and unique cultural heritage to develop green tourism, community tourism, and high-quality services; link to build unique regional tourism products that are competitive enough on the international map.
The opinions and recommendations of businesses and entrepreneurs at the Forum were recorded, compiled and sent to the Ministry-level dialogue session and the VPSF 2025 High-level Plenary Session in September 2025 by the Vietnam Young Entrepreneurs Association.

Speaking at the forum, Comrade Pham Tuan Anh - Chairman of Gia Lai Provincial People's Committee acknowledged and highly appreciated the opinions, recommendations and discussions at today's forum; at the same time, emphasized the spirit of the four important Resolutions of the Central Committee, including: Resolutions 57, 59, 66 and especially Resolution 68-NQ/TW of the Politburo on private economic development. The Resolution clearly stated 3 strategic breakthroughs: institutions, infrastructure and resources.
The Chairman of the Provincial People's Committee said that the biggest obstacle at present is that the government issues documents and guidelines but businesses do not pay attention. The General Secretary and the entire political system really want to find a way to build the most effective and best institutions. Therefore, he suggested that when the government issues documents and institutions, businesses need to study and have a new approach. If there are any problems, businesses should proactively propose accurate solutions and suggest specific content that the government needs to amend. Regarding infrastructure (including physical infrastructure and technological infrastructure), Gia Lai is focusing on building infrastructure, especially investing in infrastructure for Gia Lai Tay to ensure economic development, infrastructure must come first for the economy to develop.
He suggested that the government should build the most favorable institutions for businesses, institutions that make businesses most proactive. To do so, businesses must be the ones to propose accurate solutions, aiming for the common good. Then the institutions will ensure that businesses will be proactive in their work and the government will interfere less with businesses.
Comrade Pham Anh Tuan emphasized that the current authorities at all levels have made many changes in their thinking and actions. In particular, the authorities are being assigned very heavy assessment indicators (KPIs), the most difficult of which is the KPI on economic growth. Growth can only be achieved when there is strong development of the business sector. Therefore, if the authorities do not proactively create favorable conditions for businesses, they will not be able to fulfill the growth target. The authorities are forced to change their perception, accompany and build trust for businesses.
Regarding the work of inspecting and examining enterprises, the Chairman of the Provincial People's Committee said that it has now been tightened towards more transparency and efficiency - in one year, each enterprise is only inspected and examined by one unit.
For businesses, comrade Pham Anh Tuan hopes that businesses must innovate, think big, do big; promote the application of technology in production. Besides, businesses must build corporate culture, conduct business with integrity, and be responsible to the community.
The head of the provincial government affirmed that the province is committed to accompanying and creating the most favorable environment for the development of the business community. The province will focus on promoting the start-up movement, supporting businesses inside and outside the province to develop sustainably, while increasing the attraction of foreign direct investment (FDI), creating a wave of strong and substantial business development in the area.
