The adjustment of the National Land Use Plan for the 2021-2030 period, with a vision to 2050, is carried out in accordance with the spirit of Resolution No. 52/NQ-CP of the Government issued on March 18, 2025. The goal of the planning adjustment is to reasonably, economically and effectively allocate land resources to meet the requirements of continuous double-digit growth, ensure national defense and security, and protect the environment, adapt to climate change; creating a foundation for our country to become a developed, high-income country by 2045.
According to the report of the People's Committee of Ba Ria - Vung Tau province, the locality was approved by the Prime Minister for land use planning in Decision No. 1629/QD-TTg dated December 16, 2023. By the end of 2024, the agricultural land group had reached 144,058 hectares, 11,172 hectares higher than the approved land use target, reaching 9.32%. The non-agricultural land group reached 52,928 hectares, 12,045 hectares lower, reaching 8.83%. The unused land group reached 1,270 hectares, 873 hectares lower than the approved land use target, reaching 2.63%.

The Provincial People's Committee also proposed to adjust the province's land use demand for the period 2021 - 2030, with a vision to 2050. Specifically, the proposal to adjust the non-agricultural land group by 2030 is 73,373 hectares, an increase of 20,445 hectares compared to the current land use status in 2024 and an increase compared to the allocated land use target of 7,433 hectares. The proposal to adjust the agricultural land group by 2030 is 125,405 hectares, a decrease of 18,653 hectares compared to the current land use status in 2024 and a decrease compared to the allocated land use target of 6,537 hectares.
Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized: Adjusting land use planning at this time plays a very important role in the country's development. Therefore, the planning adjustment must ensure a long-term, comprehensive vision, meeting the goals of the 10-year Socio-Economic Development Strategy 2021-2030, especially the period 2026-2030.
The planning adjustment must ensure comprehensive and synchronous development, create momentum for socio-economic and cultural development, strengthen national defense and security; properly address land use needs for industries and fields; and orient development space, land reclamation, and sea encroachment.
In response to practical requirements, the Deputy Prime Minister assigned the Ministry of Agriculture and Environment to continue consulting and receiving comments from delegates at the conference, finalizing reports and submissions; and proposing practical solutions to ensure the adjustment, allocation, and rational and effective use of land funds in each sector and field, in accordance with the country's development context.
