Appointment and transfer of Deputy General Director of Deposit Insurance of Vietnam

Attending the Conference were representatives of the Government Party Committee's Organization Board; the State Bank Party Committee's Organization Board; the Department of Personnel Organization; the State Bank Inspectorate; the Department of Credit Institution Management and Supervision and the Department of Finance and Accounting. Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh attended the decision presentation.

Accordingly, implementing the Resolution of the Standing Committee of the Party Committee of the State Bank of Vietnam on personnel work, on November 7, 2025, the Governor of the State Bank of Vietnam signed Decision No. 3628/QD-NHNN on transferring and appointing Mr. Doan Manh Tu, Head of the Department of Complaints and Denunciations Settlement and Anti-Corruption and Negative Practices under the State Bank Inspectorate, to hold the position of Deputy General Director of the Deposit Insurance of Vietnam.

Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh speaks at the Conference

Speaking at the Conference, Deputy Governor of the State Bank of Vietnam Nguyen Ngoc Canh said that recently, the State Bank of Vietnam has been advising the National Assembly and the Government to develop the Law on Deposit Insurance, according to which the functions, tasks, scope of operations and responsibilities of the Vietnam Deposit Insurance have been expanded and increased significantly. Specifically, participating in the restructuring process of credit institutions, promoting inspection, examination and supervision of the activities of people's credit funds and diversifying investment products, deposits, etc. Therefore, the State Bank of Vietnam's Board of Directors is very interested in and focuses on the work of perfecting the apparatus of the Vietnam Deposit Insurance to ensure that it operates effectively with the new legal framework and meets the expectations of the State Bank of Vietnam's Board of Directors.

Comrade Pham Bao Lam, Chairman of the Board of Directors of the Deposit Insurance of Vietnam, thanked the attention of the SBV's Board of Directors in the recent past in fully completing the key leadership positions of the unit.

Regarding comrade Doan Manh Tu, the Deputy Governor assessed that during his 20 years at the State Bank, he has held many positions, from foreign affairs to inspection and supervision, which are very suitable for the activities and tasks at the Deposit Insurance of Vietnam in the new period. The Deputy Governor hopes that in the coming time, the Board of Members and the Board of Directors of the Deposit Insurance of Vietnam will create the most favorable conditions for comrade Doan Manh Tu to successfully complete the assigned tasks, promote his abilities to contribute to the development of the Deposit Insurance of Vietnam to become stronger and stronger.

At the Conference, Comrade Pham Bao Lam, Chairman of the Board of Directors of the Deposit Insurance of Vietnam, thanked the attention of the SBV's leadership in the recent past in fully completing the key leadership positions of the unit. This is a very good condition to help the unit well implement new mechanisms and policies, especially the Law on Deposit Insurance which will be passed in the coming time, with many expanded functions and tasks. Comrade Pham Bao Lam also hopes that Comrade Doan Manh Tu will continue to contribute and dedicate to the unit's activities in the coming time to successfully complete the assigned tasks.

With the trust and expectation of the SBV's leadership and units, the new Deputy General Director of the Deposit Insurance of Vietnam, Doan Manh Tu, promised to do his best, with his working experience, to work with the leadership of the Deposit Insurance of Vietnam to strengthen management capacity, improve operational efficiency... to make the Deposit Insurance of Vietnam stronger and stronger, protecting the interests of depositors. In the coming time, he hopes to continue to receive the attention and direction of the SBV's leadership, the sharing of the SBV's units, departments, and bureaus, and the companionship of the leadership and staff of the Deposit Insurance of Vietnam to successfully complete the assigned tasks.
