Measuring people's satisfaction with the service of state administrative agencies in Lai Chau province in 2025

(laichau.gov.vn) On August 1, 2025, Lai Chau Provincial People's Committee issued Plan No. 4265/KH-UBND on Measuring people's satisfaction with the services of state administrative agencies in Lai Chau province in 2025.

The plan aims to collect objective information on people's perceptions, assessments, satisfaction levels, needs, and expectations of the services of state administrative agencies based on people's perceptions. The results of the information collection will objectively assess the quality of service to people of state administrative agencies in the province.

From there, direct agencies, units and localities in the province to have appropriate and effective solutions to improve and enhance the quality of service of state administrative agencies for the people. People's opinions and assessments of the quality of service of state administrative agencies and people's expectations and wishes will directly impact cadres, civil servants and public employees, contributing to raising awareness and culture of public service implementation with people as the center in the team of cadres, civil servants and public employees.

Create conditions and opportunities for people to participate in the process of policy formulation, implementation and supervision of the activities of state administrative agencies.

1. Scope, subjects and survey sample

a) Survey scope: 38 communes and wards in the province.

b) Survey subjects (opinions collected): People representing households, 18 years of age or older, with full civil capacity, able to read and write.

c) Survey sample: In each commune and ward, select 03 villages and residential groups for survey.

* Select villages, hamlets, and residential groups as follows:

(1) In each commune and ward, make a list of villages and residential groups in alphabetical order (or in the order of residential group numbers such as Residential Group No. 1, Residential Group No. 2, Residential Group No. ...).

(2) Select 3 villages and residential groups to conduct the survey according to the following principles: select by default the village or residential group with the commune or ward government headquarters; select randomly in the survey (if the same village or residential group has been selected for the survey on satisfaction with administrative services at the provincial level conducted by the Ministry of Home Affairs , the village or residential group adjacent to or before the selected village, village or residential group will be selected).

- Select household:

In each village and residential group selected for survey, a list was made of 50 households living in the village and residential group; in Tan Phong ward and Doan Ket ward alone, there were 100 households.

In case the selected village or residential group does not have enough households as required, additional households will be established in the neighboring village or residential group (according to geographical location) to ensure the number. The households included in the list must have representatives from all streets, teams, hamlets, and village points of that village or residential group."

2. Content of satisfaction measurement, survey form

a) Content of satisfaction measurement Measurement of people's satisfaction is carried out on 3 aspects: (i) People's opinions and evaluations of the services of state administrative agencies; (ii) People's satisfaction level with the services of state administrative agencies; (iii) People's needs and expectations of the services of state administrative agencies.

b) Survey form, number of forms - Survey form: follow the Survey form template issued with Decision No. 2032/QD-UBND dated July 25, 2025 of the Provincial People's Committee on amending and supplementing a number of contents of Decision No. 864/QD-UBND dated June 18, 2024 of the Provincial People's Committee on promulgating the Method of Measuring People's Satisfaction with the Services of State Administrative Agencies of Lai Chau Province for the period 2024 - 2026.

3. Survey implementation form

Distribute survey forms directly to people. Assign the Department of Home Affairs to conduct surveys using electronic or paper forms based on the actual situation of the surveyed province or locality.

4. Implementation period: In the third and fourth quarters of 2025.
