At the meeting, the Decision to establish an interdisciplinary working group to coordinate the construction and synchronous implementation of smart cities was announced. Deputy Prime Minister Nguyen Chi Dung is the Head of the working group.
The working group listened to specific reports and discussion opinions from the Ministry of Construction, Ministry of Science and Technology, Ministry of Public Security , Ministry of Finance, People's Committees of provinces and cities, technology corporations... on smart urban development.
At the same time, the members of the Working Group also discussed the draft Regulations on the Group's operations; the action plan for the third and fourth quarters; the draft Summary Report of the Project on Sustainable Smart Urban Development in Vietnam for the period 2018-2025 and orientation to 2030 (Project 950); and the work of developing a decree on smart urban development.
Methods for developing digital economy and urban economy
Deputy Prime Minister Nguyen Chi Dung said that in the context of the rapid development of the fourth industrial revolution with emerging technologies and widely connected intelligent systems, smart cities are no longer an option but have become an inevitable trend for urban development in the world.
"Smart cities are a way to develop digital economy and urban economy," the Deputy Prime Minister said.
Vietnam has taken initial steps, with some localities building their own smart urban development projects, piloting each field, and expanding nationwide.
The development of smart cities has brought practical benefits to the whole society, from people, businesses to the State. However, there are still many challenges and difficulties in terms of institutions, common awareness, coordination mechanisms, data platforms, resources, connectivity and synchronization...
This situation requires the cooperation and consensus of all levels and sectors, from the central to local levels, in coordinating, urging, directing, leading and organizing implementation, promoting the completion of the legal framework, removing existing bottlenecks and orienting the development of smart cities in the coming time.

Draft a decree on smart urban development and submit it to the Government before August 15.
As Head of the Working Group, Deputy Prime Minister Nguyen Chi Dung acknowledged and highly appreciated the meticulous and careful preparation of the Ministry of Construction, ministries, localities, and members of the Working Group for the first meeting of the Group.
The Deputy Prime Minister requested to urgently complete the institution. Accordingly, the Ministry of Construction will preside over and coordinate with the Ministry of Science and Technology, the Ministry of Public Security, and the Ministry of Agriculture and Environment to draft a decree on smart urban development according to simplified procedures and submit it to the Government before August 15, 2025.
Regarding the summary of Project 950, the Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with the Ministry of Science and Technology to prepare the summary organization work, and complete the organization of the summary conference in July 2025.
Along with that, the Ministry of Construction synthesizes and accepts comments from the members of the Working Group, studies and completes the Working Regulations of the Interdisciplinary Working Group, submits them to the Head of the Working Group before July 20 for consideration and approval; coordinates with the Ministry of Science and Technology to propose the Working Group's working plan according to the Working Regulations of the Interdisciplinary Working Group before July 20.
The People's Committees of provinces and centrally-run cities review projects on smart urban development, digital transformation, and smart urban development activities that have been and are being implemented in their localities, promptly prepare and carry out urban development work well in accordance with the new situation.
Ministries, branches, People's Committees of provinces and cities, according to their assigned functions and tasks, urgently develop action plans and send them to the Working Group before July 25.
Members of the Working Group proactively participate in developing policy proposals, scientific feedback, connecting domestic and foreign experts and businesses to support localities in effective implementation.
According to the Deputy Prime Minister, in order for smart cities to truly develop strongly and synchronously, ministries, branches, localities and members of the Working Group need to urgently coordinate, organize and implement assigned tasks seriously and effectively, with the highest sense of responsibility.
Emphasizing the need for a roadmap to implement and encourage the development of industries serving the construction of smart cities, the Deputy Prime Minister affirmed that the Working Group will accompany ministries, branches and localities so that the development of smart cities can be actively implemented.
