Provincial National Assembly delegation participated in discussion at the group

In the program of the 6th Session, 15th National Assembly, at the discussion session on the afternoon of October 27, the National Assembly Delegation of the province participated in the discussion at group number 12 with the National Assembly Delegations of the provinces: Quang Binh, Hung Yen, Tien Giang .

Participating in the group discussion, the National Assembly Delegation of Ninh Binh province included comrades: Nguyen Thi Thanh, member of the Party Central Committee, member of the National Assembly Standing Committee, Head of the National Assembly Delegation Work Committee, Deputy Head of the Central Organization Committee; Nguyen Thi Thu Ha, member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front; Dinh Viet Dung, member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Provincial National Assembly Delegation and other provincial National Assembly deputies.

National Assembly deputies discussed in groups about: Adjusting some contents of Resolution 53/2017/QH14, dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh International Airport; Draft Resolution on piloting some specific mechanisms and policies on investment in construction of road traffic works.

With a high sense of responsibility, the provincial National Assembly delegates expressed their opinions and contributed to the discussion content.

Regarding the adjustment of some contents of Resolution 53/2017/QH14, dated November 24, 2017 of the National Assembly on the Feasibility Study Report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport, delegate Dinh Viet Dung, member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Provincial National Assembly Delegation, agreed with the opinion of the National Assembly Standing Committee in requesting the Government to explain and clarify further the arrangement of capital sources for project implementation.

Regarding the draft Resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works, delegate Dinh Viet Dung basically agreed with the 4 principles and criteria for selecting pilot projects and 5 specific policies. In particular, regarding the specific mechanism policy in the exploitation of mineral mines for common construction materials (Article 7), he proposed that the National Assembly request the Government to strengthen the supervision of construction contractors using construction materials from mining for the right projects and purposes.

Participating in the discussion on this content, delegate Tran Thi Hong Thanh, Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Ninh Binh province, said that the issuance of a Resolution on piloting a number of specific mechanisms and policies on investment in the construction of road traffic works is really necessary, contributing to the successful implementation of the goals on developing transport infrastructure set out in the Resolution of the 13th National Party Congress.

In addition, he suggested that it is necessary to clarify the basis for the proposal to increase the proportion of State capital participating in projects under the public-private partnership (PPP) method to no more than 70% of the total investment of the proposed pilot project. At the same time, he proposed a number of solutions to increase the attraction of investors to participate in projects under the public-private partnership (PPP) method.
