On September 18, the Supervisory Delegation of the Standing Committee of the Vietnam Fatherland Front Central Committee led by Vice President Truong Thi Ngoc Anh had a working session with Thua Thien - Hue province on the implementation of the law on receiving citizens and handling complaints and denunciations by Chairmen of People's Committees at all levels.

Reporting at the meeting, the representative of Thua Thien - Hue province said that in recent times, the reception of citizens has been directed, directed and implemented by the Chairman of the Provincial People's Committee with good results; the reception of citizens at the Provincial Citizen Reception Office is carried out according to the procedures, rules and regulations on citizen reception that have been issued according to regulations; officials and civil servants receiving citizens are becoming more and more professional.

In 2022 and 2023, the Chairman of the People's Committee of Thua Thien - Hue province directly received citizens periodically at the Provincial Citizen Reception Office 24/24 sessions (days), reaching a rate of 100%. In addition, to proactively resolve people's concerns and problems, the leaders of Thua Thien - Hue province increased the number of Vice Chairmen of the Provincial People's Committee to participate in receiving citizens 21 sessions (days).

In particular, the regular and ad hoc citizen receptions of the provincial People's Committee leaders at the Provincial Citizen Reception Office have organized online television connections to the bridges of the People's Committees of districts, towns, Hue city and provincial departments, branches and sectors so that the units can monitor and grasp related cases, listen to the thoughts and aspirations of the people. At the same time, there are timely answers, instructions and solutions to difficulties and problems for citizens at the citizen receptions, limiting the occurrence of backlogged, complicated and prolonged cases.

In addition, all levels and sectors have organized 21 training courses to disseminate andeducate the law on citizen reception, complaints and denunciations with 1,420 cadres and civil servants working in citizen reception, complaint and denunciation settlement; participating and contributing to further improving the effectiveness and efficiency of citizen reception, handling of petitions, and complaint and denunciation settlement.

Attention has been paid to coordination with agencies, the Vietnam Fatherland Front, and mass organizations. The Chairman of the Provincial People's Committee has issued a Directive requesting heads of agencies, units, and districts to develop a Plan and Regulations for receiving citizens in the area, clearly defining the responsibilities of leaders at all levels in performing their duties; seriously conducting dialogues with the people; directing units to promptly handle and resolve citizens' petitions.

Speaking at the meeting, Mr. Nguyen Van Phuong, Chairman of the People's Committee of Thua Thien - Hue province, said that in recent times, the work of receiving citizens and handling complaints and denunciations from citizens has received attention from leaders at all levels, and most of the cases have been considered and resolved. The work of handling citizens' petitions has also been carried out carefully, according to procedures, with close coordination between departments, branches, localities, especially the inspection agency.

According to Mr. Nguyen Van Phuong, the provincial leaders also spent time going to the grassroots to learn and grasp the thoughts and aspirations of citizens, especially to learn about the behavior and handling of the local authorities in resolving each specific petition. From there, identify the problems in the resolution process, if there are issues that need to be clarified, the province will assign the inspection agency to take action.

Regarding complicated and prolonged cases, Mr. Nguyen Van Phuong said that according to the provisions of the law, the province's authority may not be able to resolve them for citizens, but the province will carefully understand the people's concerns, handle them, and respond to their legitimate aspirations. In particular, the resolution of petitions will apply solutions to ensure the best interests of the people.

In her concluding remarks at the meeting, Vice President of the Vietnam Fatherland Front Central Committee Truong Thi Ngoc Anh highly appreciated the results that Thua Thien - Hue province has achieved in receiving citizens and resolving complaints and denunciations. At the same time, Vice President Truong Thi Ngoc Anh said that Thua Thien - Hue province is one of the localities with very few petitions that have gone beyond the central level (1 case of prolonged complaint, going beyond the central level), demonstrating the province's great efforts in resolving citizens' complaints and denunciations in the past time.

In addition, the Supervisory Delegation requested that Party committees continue to direct the raising of awareness and enhance the responsibility of Chairmen of People's Committees at all levels and heads of specialized agencies in the work of receiving citizens and handling complaints and denunciations. Promote the responsibility of leaders, cadres and Party members according to regulations; continue to seriously and effectively implement regulations in the work of receiving citizens and handling complaints and denunciations.

Continue to promote the effective implementation of the Government 's National Database on Complaints and Denunciations; pay more attention to archiving work, promote the application of information technology in managing complaint and denunciation records; innovate methods, apply digital transformation in propaganda work, disseminate laws on citizen reception, and resolve complaints and denunciations widely to the people.

At the same time, strengthen the inspection and supervision of the responsibility of leaders at all levels in performing the tasks of receiving citizens and resolving complaints and denunciations to promptly grasp the current situation and have plans to overcome existing limitations. Urge the inspected and supervised units to seriously implement the conclusions and recommendations after inspection and supervision.

Vice Chairwoman Truong Thi Ngoc Anh also requested that the leaders of Thua Thien - Hue province continue to pay attention to the selection of cadres, increase training and skill development for cadres, and also propose appropriate mechanisms and policies to motivate cadres to perform this task.

Regarding the opinions and proposals of the People's Committee of Thua Thien - Hue province, agencies and units at the working session, Vice Chairwoman Truong Thi Ngoc Anh said that the Supervisory Delegation will synthesize and report to the Standing Committee of the Vietnam Fatherland Front Central Committee to have specific recommendations for relevant central agencies, ministries and branches.
