On the morning of February 27th, the Party Committee of Dong Thinh Ward ( Thanh Hoa City) held its 27th Congress of Delegates for the 2025-2030 term. Attending the congress were leaders from the Thanh Hoa City Party Committee, People's Council, People's Committee, and Fatherland Front Committee, along with leaders of Dong Thinh Ward and 138 official delegates representing 335 Party members throughout the Party Committee.

The Dong Thinh Ward Party Committee is one of four ward/commune Party committees selected by the Standing Committee of the Thanh Hoa City Party Committee to hold a pilot congress for the 2025-2030 term.

In accordance with Resolution No. 1238/NQ-UBTVQH15 of the Standing Committee of the National Assembly , from January 1, 2025, Dong Thinh commune will be transformed into Dong Thinh ward.

During the 2020-2025 term, under the close leadership and guidance of the Party Committee and government, the active participation of the entire political system, and especially the consensus among the people, Dong Thinh ward has achieved many outstanding results in various fields.

In economic development, the Ward Party Committee has set forth policies and solutions for the comprehensive and diversified development of agriculture, industry, small-scale handicrafts, and services and trade. As a result, the average per capita income in 2024 reached 69.23 million VND/year, an increase of 19.63 million VND compared to 2020.

The infrastructure and facilities of cultural centers have been upgraded, renovated, expanded, and newly constructed. The quality of the movement to build a cultured way of life has improved, with the percentage of streets meeting the standards of a "cultured street" reaching 100% annually; the percentage of households achieving the title of "cultured family" annually reaching 92.3% or higher (exceeding the target set by the congress resolution). Education consistently ranks among the top in the former Dong Son district; primary healthcare for the people has made significant progress.

Prior to its establishment as a ward, in 2023, Dong Thinh had already achieved its dual goals and was recognized by the province as a commune meeting the standards of advanced new rural development and a model new rural development (completed one year ahead of the target set in the congress resolution). In 2024, Dong Thinh was recognized as a commune meeting the criteria for advanced food safety.

Delegations from political and social organizations, various segments of the population, and students presented flowers to congratulate the congress.

Party building and the political system have received attention, and the spirit of unity and solidarity within the Party has always been promoted; the Party committee, government, Fatherland Front, and mass organizations have been evaluated and ranked by higher authorities as having completed their tasks well and excellently.

With the motto "Unity - Responsibility - Innovation - Development," during the 2025-2030 term, the Party Committee, government, and people of Dong Thinh ward will continue to uphold revolutionary traditions, promote self-reliance and self-strength, and be determined to build Dong Thinh ward into a civilized urban area.

At the same time, we strive to successfully achieve 34 targets in economics, culture and society, resources and environment, national defense and security, and Party building assigned by the city, as well as 2 additional targets for Dong Thinh ward. We will effectively implement two breakthroughs: focusing resources on investing in the development of socio-economic infrastructure, urban beautification and construction, creating a civilized and friendly city with a focus on the campaign "People of Thanh Hoa City speak kind words, do good deeds, and act in a friendly manner"; and accelerating administrative procedure reform and digital transformation, creating favorable conditions for organizations and individuals.

At the congress, delegates voted to elect the Executive Committee of the Dong Thinh Ward Party Committee, 27th term, 2025-2030, consisting of 15 members; and elected the delegation to attend the 22nd Congress of the Thanh Hoa City Party Committee, 2025-2030 term.
