Enterprises, investors, infrastructure of An Dong industrial cluster, Nam Sach

Chairing the July meeting (3rd time) of the Provincial People's Committee, Permanent Vice Chairman of the Provincial People's Committee Luu Van Ban requested to review a number of contents related to An Dong Industrial Cluster (Nam Sach).

According to the report of the Department of Industry and Trade, An Dong Industrial Park was established under Decision No. 105/2009/QD-TTg dated August 19, 2009 of the Prime Minister. This industrial park does not have an investor to build technical infrastructure.

Currently, An Dong Industrial Park has about 1.37 hectares of industrial land that has not been allocated, and about 3.89 hectares of technical infrastructure land that has not been invested in construction. Technical infrastructure has not been built completely and synchronously, especially a centralized wastewater treatment system has not been built.

To select the technical infrastructure investor, the Nam Sach District People's Committee has widely publicized the receipt of application dossiers for investor registration. As a result, only one enterprise registered, Dai An Tin Production and Trading Joint Stock Company. This enterprise was established in 2007 and registered to change its business registration for the 10th time on January 24, 2024. The enterprise has a charter capital of VND 110 billion, and equity (according to the financial report on December 31, 2023) of VND 153.5 billion.

The Provincial People's Committee unanimously approved the Department of Industry and Trade's proposal on selecting an investor for An Dong Industrial Cluster (Nam Sach).

According to the scoring results of the Evaluation Council for selecting investors to build technical infrastructure for An Dong Industrial Park, the above enterprise is qualified for the Provincial People's Committee to consider and decide to assign it as the investor of the infrastructure for this industrial park.

Dai An Tin Production and Trading Joint Stock Company proposed to invest in construction and completion of technical infrastructure of the remaining part of An Dong industrial cluster, including construction of a centralized wastewater treatment system, uncleared traffic land and wastewater collection system, with a total investment capital of 51.1 billion VND.

For other technical infrastructure items (trees, lighting, waste treatment...), Dai An Tin Company will work and coordinate with secondary investors and related units to consider complete investment and management according to the provisions of law.

The Provincial People's Committee unanimously approved the proposal of the Department of Industry and Trade. Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested this department to preside over and coordinate with the Departments of Construction, Natural Resources and Environment, Agriculture and Rural Development, and the People's Committee of Nam Sach district to review issues related to planning, land, and flood drainage systems, and promptly complete the report as a basis for submission to the Provincial Party Committee Standing Committee.

Deputy Director of the Department of Industry and Trade Mac The Phuong clarified some contents related to the technical infrastructure of An Dong Industrial Park.

An Dong Industrial Cluster is located in Nam Sach town, with an area of ​​47.3 hectares. The north borders An Lam commune; the south borders National Highway 37, Dong Lac commune; the west borders National Highway 37; the east borders Dong Lac commune. The industrial cluster is oriented to attract agricultural and food processing industries; supporting industries; production of products using local materials, employing a lot of labor; projects that do not (or cause little) environmental pollution.

The meeting of the Hai Duong Provincial People's Committee in July (3rd time) also considered and discussed the following contents and reports: Plan to implement the National Strategy on attracting and employing talents to 2030, with a vision to 2050; promulgation of a list of drugs for centralized bidding at the local level; proposal to develop a resolution regulating the quantity and level of monthly support for medical staff in villages and residential areas in communes, wards and towns in the province; development of a resolution of the Provincial People's Council regulating the adjustment and supplementation of the land price list for the period 2020-2024 in Hai Duong province; promulgation of a resolution on land support policies for ethnic minorities living in the province; current situation, difficulties, obstacles and proposed solutions to improve the quality of vocationaleducation associated with job creation at enterprises in the province; proposal to develop a resolution regulating training support for vocational education learners in the province; Establish a working group to visit the martyrs' cemetery and organize a number of activities in Phu Yen province; implementation plan and issues related to the project to build a cinema on Tran Hung Dao street (Hai Duong city); a temporary rotation plan for practitioners at public medical examination and treatment facilities in Hai Duong province in 2025; issue a decision regulating the functions, tasks, powers and organizational structure of the Hai Duong Provincial Population Department.
