
Based on the reality of the Green Bay 58 tourist boat capsized in Ha Long Bay at the end of July 2025, many volunteers in Quang Ninh joined the Rescue Team 116 of the former Thai Binh province (abbreviated as Team 116). That process helped them deeply understand the humanistic meaning of rescue work. With a sense of responsibility for the community and a desire to proactively respond to natural disasters and accidents in the province, volunteers proposed to establish a separate rescue team in Quang Ninh.
With the consensus of the local government, direct guidance from Team 116 (headquartered in Hung Yen province) and support from the Provincial Red Cross, the 116 Rescue Team of Quang Ninh province branch was officially established in early September 2025, becoming a specialized volunteer force, closely coordinating with functional agencies in rescue work in the locality and neighboring areas.

Ms. Dao Thi Duyen, Deputy Captain of the Quang Ninh 116 Rescue Team, said: The team's activities are transparent and clear, and do not accept or demand any expenses from the victim's family. All activities are made public on the fanpage or through internal reports to ensure credibility and prevent acts of exploitation for personal gain.
Currently, the Quang Ninh 116 Rescue Team has 29 volunteers from localities in the province. The team is organized into groups with specific tasks. When an incident occurs, the team's leadership will assign tasks via zalo group or phone. Members proactively arrange their personal work to be present on time at the gathering point, ready to go. At the scene, work is allocated according to the capacity, health and experience of each person. All activities comply with the direct command of the Team Leader or person in charge, ensuring maximum safety and efficiency.
Professionally, the team's volunteers are all well-trained in swimming, first aid and handling situations in the water environment. Those who do not have the skills will receive additional training. Some members with water vehicle licenses are assigned to operate canoes or specialized equipment in special missions. Since its establishment, the team has participated in many important rescue missions, leaving a deep impression on the people.

Typically, on September 24, the Quang Ninh 116 Rescue Team participated in supporting fishermen in Van Don special zone to respond to storm No. 9 (Ragasa). As soon as they received information that the storm was likely to make landfall in Quang Ninh, the team's volunteers quickly divided into groups to go to ports and anchorages, guide boats to safe places, assist people in tying boats, anchoring fishing gear, transporting assets to high areas and coordinating propaganda not to go out to sea. The timely and drastic participation above helped to minimize significant damage to people and property.
Not only operating in the province, the team also participates in searching for drowning victims. At the end of September, the team coordinated with the Hung Yen 116 Team and the functional forces of Hung Yen province to search for a drowned child in the Bo bridge area. After 2 days of continuous efforts, the rescue team brought the child's body back to his family.
The Quang Ninh 116 Rescue Team also supported other localities in overcoming storms and floods, such as: On the evening of September 29, it assisted people in some communes of Thanh Hoa province to evacuate from flooded areas and transport necessities to isolated areas. On October 8 and 9, it participated in flood prevention in Thai Nguyen province; on October 10, it coordinated flood prevention in some heavily flooded areas of Hanoi...
The practical, humane and responsible actions of the Quang Ninh 116 Rescue Team have strongly spread the spirit of humanity, willingness to share and contribute to the community. According to Deputy Captain of the Quang Ninh 116 Rescue Team Dao Thi Duyen, in the coming time, the team will continue to develop its force, improve its professional qualifications and closely coordinate with functional forces to promptly respond to emergency situations, maintaining its role as a professional volunteer force, for the safety and peace of the people.
Not only a volunteer work, the 116 Rescue Team of Quang Ninh is becoming a symbol of dedication, sharing and humanity, a silent force but always present at the right time, right place, for life, for humanity.
