
In recent times, the province has issued many specific mechanisms and policies to promote gender equality and women's advancement; strengthen child protection and care; and increase the number of women benefiting, especially poor women and ethnic minority women. Communication and awareness raising work has been strengthened, expanding the area and number of participants. Communication forms have been innovated. Sectors and localities have actively promoted the implementation of laws on gender equality in combination with the implementation of the Law on Prevention of Domestic Violence, the Law on Children, the Law on Prevention of Human Trafficking, and mobilized the active participation of men and young people.
Promoting the role of gender organizations, the Women's Union at all levels in the province has focused resources on supporting women and children in ethnic minority, mountainous, border and island areas to develop the economy and reduce poverty. Accordingly, the Union at all levels maintains activities to support women in economic development through Women's Clubs that are good at doing business; mobilizing and guiding member households to register to implement economic models associated with the local advantages. Localities focus on supporting women members and their families to implement economic models such as: raising chickens, growing mushrooms, raising egg-laying ducks, growing organic potatoes... associated with economic restructuring in building new rural areas and connecting outputs for the models.

Ms. Ha Thi Trang (born in 1987), a member of the Dao Thanh Y ethnic group in Ba Che commune, is one of the ethnic minority women's association members who has succeeded in economic development. After more than 10 years of growing red-fleshed dragon fruit, her family now has a stable income. On an area of 1 hectare of dragon fruit, her family harvests 3 tons of dragon fruit each year, with a selling price of about 40,000 VND/kg, earning a profit of about 100 million VND/year.
Ms. Trang shared: “My family’s life used to be very difficult, but since developing the economy thanks to the dragon fruit model, life has gradually stabilized, creating better conditions for my children to study. I hope that ethnic minority women will boldly change their thinking and rise up to escape poverty with their own hands.”
Implementing Project 8 "Implementing gender equality and solving urgent issues for women and children" under the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021-2025, the province has deployed many specific and practical activities, aiming to enhance the power and position of women and girls in disadvantaged areas.
In 5 years, the whole province has established 71 community communication teams in disadvantaged villages and hamlets, far exceeding the initial target of 35 teams. The Women's Unions of localities in the areas implementing Project 8 have supported and helped establish 9 cooperatives and 3 cooperatives with women participating in management. The Provincial Women's Union has organized 39 training courses on knowledge and skills in propaganda on preventing domestic violence and abuse, eliminating gender stereotypes, and responding to gender-based violence for nearly 3,700 participants, reaching 125% of the target for the entire period. Project activities such as the contest "Creating communication products to raise awareness of gender equality for children in ethnic minority and mountainous areas" in 2023, the model "Trusted address in the community" located at commune health stations... all achieved the set goals.

In the 2021-2025 period, Quang Ninh province continues to prioritize sustainable development policies for ethnic minority, mountainous, border and island areas - including Resolution No. 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee. is an important milestone. The resolution not only orients socio-economic development in association with national defense and security, but also expands opportunities for women and girls in disadvantaged areas to equally enjoy development policies, gradually improving their status in the family and society.
Implementing Resolution 06, the province focuses on investing in transport infrastructure, health, education, culture; deploying health, housing, electricity, water, credit, employment, social security policies... in a timely and effective manner. Many economic models led by women have been formed, contributing to helping ethnic minority women become active subjects in economic development, promoting sustainable development in ethnic minority areas. Along with that, girls also have better access to education, health services, and have more opportunities for comprehensive development.
Up to now, the average income per capita in ethnic minority, mountainous, border and island areas has reached 83.79 million VND/person/year, an increase of more than 40 million VND compared to 2020. Quang Ninh also completed the sustainable poverty reduction target 3 years ahead of schedule and was recognized by the Prime Minister for completing the task of building new rural areas by 2024. That is Demonstrating the effort for inclusive development, leaving no one behind.
The results achieved not only affirm the effectiveness of policies and guidelines, but also show a clear change in the way society perceives the role of women, as well as the initiative and confidence of ethnic minority women themselves. With the attention and support of the province, Quang Ninh women are gradually realizing the goal of sustainable, equal and humane development - where women are honored, girls are protected and given opportunities for comprehensive development.
