(QBĐT) - In 2023, Quang Binh Power Company (PC Quang Binh) assigned Dong Hoi Power Company to implement one investment and construction project and one major repair project with a total cost of over 4.2 billion VND to upgrade and renovate the power grid from Viet Trung Agricultural Farm town (Bo Trach district) to Truong Son border commune ( Quang Ninh province). The completed project has facilitated the management and operation of the power grid, reducing incidents and power outage times in the area.
The medium-voltage power grid from Viet Trung Farm Town to Truong Son Commune is over 90km long, along with 70km of low-voltage lines, serving over 4,000 customers. This is the longest power line crossing the forest in the province, with over 500 pole locations. Approximately 80% of the poles and wires are located in pristine forests and high mountains. In some locations, the poles are hundreds of meters from the road, some are precariously perched on the edge of deep ravines, and are spaced over 500m apart, making management and operation extremely difficult and arduous.
Previously, the power grid experienced hundreds of incidents each year due to natural disasters, human activities, and animals, such as: trees falling onto power lines, plantations colliding with power lines, animals climbing onto lines causing incidents, or storms, strong winds, and tornadoes…
To manage the power grid effectively, Dong Hoi Power Company strengthens its inspection, repair, and upgrading work on power lines annually. In 2023 alone, using funds from Quang Binh Power Company, the unit assigned the Viet Trung-Truong Son Town Power Management Team to oversee the construction of one investment and construction project and one maintenance project totaling over 4.2 billion VND, including: a project using investment and construction capital to prevent overload and complete the medium and low voltage power grid in the West Dong Hoi area in 2023, worth over 3.2 billion VND, and a maintenance project for the medium voltage power grid of the 472 NTVT line in Truong Son commune, worth over 1 billion VND.
Nguyen Van Son, team leader of the Viet Trung-Truong Son Agricultural Town Electricity Management Team, recounted: “Before implementation, the unit surveyed vulnerable locations that could cause incidents, sections crossing rivers with long distances between poles, and sections on high hills and mountains to relocate them to the negative slope. When choosing locations for burying poles, we had to calculate and select the most convenient places so that the poles, once buried, would be close to the road for easy transportation, material storage, and wire pulling, avoiding landslides later; the distance between pole locations had to comply with standards. During the implementation process, we also encountered many difficulties due to unfavorable weather, delays in the delivery of materials from the general corporation, and some households still deliberately planting trees in the land within the compensated power line corridor. In many areas of forest, the owners could not be found or the homeowners were uncooperative, making construction difficult…”

Construction work, carried out from June to October 2023, has been completed. Approximately 4km of power lines with 40 pole locations on the mountain were relocated to both sides of National Highway 9E. This relocation increased the line length by about 2km (due to the detour), and includes 76 new pole locations, with over 60% being double poles.
Mr. Dang Van Tu, an operation and maintenance worker of the Viet Trung-Truong Son Town Power Management Team, shared: “During the process of relocating the power lines from the forest down the embankment, we had to trek through the forest and climb high mountains to dismantle the wires and remove the poles, which was very difficult and arduous. There were times when we had to stay at the construction site for a whole week, eating makeshift lunches in the forest to complete the task. After some time, dozens of iron and concrete power poles were dismantled and recovered, then stored in the warehouse.”
To minimize power outage time for customers during construction, the Viet Trung-Truong Son Town Power Management Team worked diligently on all stages, including digging holes, erecting poles, and transporting equipment and materials to the construction site. They then proposed to Dong Hoi Power Company and Quang Binh Power Company to mobilize additional machinery, personnel, and equipment for installing insulators, crossarms, and pulling wires. During construction, Quang Binh Power Company mobilized personnel, equipment, and machinery seven times, with the highest mobilization reaching 70 people along with modern equipment.
According to Nguyen Hoang, Head of the Investment and Construction Project Management Board (PC Quang Binh), “In 2022, the company relocated 60 medium-voltage power line poles from the forest to along National Highway 9E. In 2024, the company will implement two more investment and construction projects in Truong Son commune to renovate and relocate eight sections of medium-voltage power lines from the mountains to the edge of the embankment along this route (from Km24+900 to Km86+640) to reduce incidents caused by trees falling onto the power lines, improve the reliability of electricity supply, and facilitate management and operation, with a total value of over 6.5 billion VND and a total length of over 5km of 22kV power lines. In addition, the company also built new low-voltage power lines for substations in the commune with a total value of 576 million VND.” |
According to Ly Dinh Duc, Deputy Director of Dong Hoi Power Company: “Since relocating the power grid system from Viet Trung Agricultural Farm town to Truong Son commune, the number of power grid incidents along the route has decreased significantly. Previously, there were an average of 10 incidents per month, but from October 2023 to the present, there have only been 3 minor incidents. Management and operation have also become easier. This year, the unit will build an additional management and operation station in Truong Son commune and send staff and workers there to quickly handle incidents and directly collect electricity bills.”
According to Mr. Duc, currently about 30% of the poles and wires on this power line have been moved from the forest to both sides of National Highway 9E. Many remaining wires and poles are still in the forest and crossing rivers, posing a significant risk of accidents. In the coming time, Dong Hoi Power Company will propose to the company to continue investing capital to relocate the remaining locations, lay underground cables in places where it is impossible to bury poles or cross rivers; and utilize resources to replace the bare wire system with insulated wires, and insulate the ends of poles, crossarms, and supports to minimize accidents…
