(QBĐT) - In 2023, Quang Binh Power Company (PC Quang Binh) assigned Dong Hoi Power Company to carry out 1 construction investment project (DTXD) and 1 major repair project (SCL) with an amount of over 4.2 billion VND to upgrade and renovate the power grid from Nong Truong Viet Trung town (Bo Trach) to Truong Son border commune (Quang Ninh). The completed project has helped to facilitate the management and operation of the power grid, reducing incidents and power outages in the area.
The medium voltage grid from Nong Truong Viet Trung town to Truong Son commune is over 90km long and the low voltage line is 70km long, with over 4,000 customers. This is the longest power line across the forest in the province with over 500 pole locations. About 80% of the poles and wires are in primeval forests and high mountains. There are pole locations hundreds of meters from the road, poles are precariously located on deep ravines, over 500m apart, making management and operation extremely difficult and arduous.
Previously, every year the power grid had hundreds of incidents due to natural disasters, human and animal impacts, such as: trees falling on power lines, planted forests colliding with power lines, animals climbing up power lines causing incidents or encountering storms, winds, tornadoes, etc.
In order to effectively manage the operation of the power grid, every year, Dong Hoi Power Company strengthens the inspection, repair and upgrading of the line. In 2023 alone, from the source of PC Quang Binh, the unit assigned the Electricity Management Team of Nong Truong Viet Trung - Truong Son town to preside over the construction of 1 investment and construction project and 1 SCL project with a total amount of over 4.2 billion VND, including: Project using investment and construction capital to prevent overload, complete the medium and low voltage power grid in the West Dong Hoi area in 2023, with a total value of over 3.2 billion VND and 1 SCL project of the medium voltage power grid to feed 472 NTVT in the Truong Son commune area with a total value of over 1 billion VND.
Nguyen Van Son, the head of the Electricity Management Team of the Viet Trung-Truong Son Farm Town, said: “Before the implementation, the unit surveyed the vulnerable locations that could cause incidents, the section across the river with a long distance between poles, the section on high hills to move to the negative slope. When choosing the location to bury the poles, we had to calculate and choose the most favorable places so that after burying the poles, they would be close to the road for easy transportation, material gathering, wire pulling, and to avoid future landslides; the distance between pole locations must be ensured according to standards. During the implementation process, we also encountered many difficulties due to unfavorable weather, slow delivery of materials from the corporation, and some households still deliberately planted trees on the ground in the compensated power grid corridor. Many forest areas could not find the owner or the homeowner did not cooperate, causing difficulties for the construction”…

The construction project from June to October 2023 has been completed. Accordingly, about 4km of power lines with 40 pole positions on the mountain were moved down to both sides of National Highway 9E. After moving down, the length of the line increased by about 2km (due to the detour), including 76 new pole positions, more than 60% of which are double poles.
Mr. Dang Van Tu, a worker in charge of the Electricity Management Team of the Viet Trung-Truong Son Farm Town, confided: “In the process of moving the power grid from the forest to the negative slope, we had to go through the forest and climb high mountains to remove wires and remove poles, which was very difficult and tiring. There was a time when we had to stay at the construction site for a whole week, eating makeshift lunches in the forest to carry out our tasks. Over time, dozens of iron and concrete power poles were dismantled and collected for storage.”
To minimize the power outage time for customers during the construction process, the Electricity Management Team of Viet Trung-Truong Son Farm Town had to work very hard on all stages, such as: digging holes, erecting poles, transporting equipment and materials to the construction site. After that, it was proposed to Dong Hoi Electricity and Quang Binh PC to mobilize more machinery, human resources, and vehicles to install porcelain, beams, pull wires, etc. During the construction period, Quang Binh PC mobilized human resources, vehicles, and machinery from the entire unit 7 times, the highest number was up to 70 people with modern support equipment.
Head of the Construction Investment Project Management Board (PC Quang Binh) Nguyen Hoang said: “In 2022, the company moved 60 pole positions of the medium-voltage grid from the forest down along National Highway 9E. In 2024, the company will implement 2 more construction investment projects in Truong Son commune to renovate and move 8 medium-voltage lines from the mountain to the negative slope on this line (from Km24+900 to Km86+640) to limit incidents caused by trees falling on the lines, improve the reliability of power supply, and facilitate management and operation with a total value of over 6.5 billion VND, the length of the 22kV line is over 5km. In addition, the company also built new low-voltage lines of transformer stations in the commune with a total value of 576 million VND. |
Deputy Director of Dong Hoi Electricity Ly Dinh Duc said: “Since the relocation of the power grid system from Nong Truong Viet Trung town to Truong Son to the negative slope, power grid incidents on the line have decreased significantly. If before, on average, there were 10 incidents on the line each month, from October 2023 to now, there have been only 3 minor incidents. Management and operation work is also more convenient. During the year, the unit will build an additional management and operation station in Truong Son commune and send officers and workers to work here to quickly handle incidents and directly collect electricity bills.”
According to Mr. Duc, currently, this power line has about 30% of poles and wires moved from the forest to both sides of National Highway 9E. There are still many positions of wires and poles in the forest and across the river, so there is still a potential for incidents. In the coming time, Dong Hoi Electricity will propose to the company to continue investing capital to move the remaining positions, install underground cables in places where poles cannot be buried or across rivers; at the same time, take advantage of resources to replace the bare wire system with insulated wire at the top of the poles, beams, and rafters to limit incidents...
