As a multidisciplinary scientific research unit of the Army, during the past term, the entire Party Committee of the Military Science and Technology Institute strictly adhered to the leadership and direction of the Central Military Commission, the Ministry of National Defense , the Party Committee of the General Staff - Ministry of National Defense, and other functional agencies, demonstrating many innovations and creativity in leadership and direction, successfully achieving all goals and tasks. Notably, the Institute effectively performed its advisory, proposal, and research functions on military science, technology, and engineering issues, creating many high-quality scientific products that are relevant to practical needs, promptly serving training and combat readiness tasks, and contributing to the gradual modernization of the Army. Alongside this, the Institute also implemented doctoral training programs with quality, efficiency, and practicality, creating a high-quality workforce for the Army and the country.

For the 2025-2030 term, the new context places very high demands on the Military Science and Technology Institute. The Institute is determined to continue proactively overcoming difficulties, leveraging advantages, and maximizing its combined strength, resolutely building itself into a strong, specialized research center within the Ministry of National Defense, capable of leading and developing strategic technologies. It will organize scientific and technological research to ensure quality and efficiency, mastering core technologies and strategic technologies to serve the research, design, and manufacture of strategic weapons and technical equipment. In addition, the Institute will focus on advising, consulting, and evaluating the Ministry of National Defense on advanced, specialized, and multidisciplinary scientific and technological research and development; improving and modernizing existing weapons and technical equipment; and exploiting, mastering, and ensuring the technical support for new types of weapons and technical equipment to meet the requirements of training and combat readiness. Do a good job in training high-quality scientific and technological human resources to serve the building and modernization of the Army.

To successfully achieve the goals and tasks in the next term, many synchronized solutions are necessary. First, the Institute must achieve a high level of ideological and cognitive consensus and resolutely implement organizational restructuring towards a lean, efficient, and strong force, quickly bringing the Institute into effective operation under the new organizational structure. This is a fundamental issue requiring high consensus and determination; the implementation process must closely combine ideological work, organizational work, and policy work, promptly resolving any arising difficulties and shortcomings.

The Institute continues to vigorously innovate its scientific research thinking towards practical application, meeting the needs of the Army, with strategic orientation, clear responsibilities, clear tasks, and clear results. It innovates the working style and leadership methods of its officers and commanders at all levels to ensure democracy, scientific rigor, discipline, and a willingness to think, act, and take responsibility, with words matching deeds; and expands the evaluation of officer quality through the "quantification" of work efficiency. It also innovates management mechanisms to overcome difficulties and shortcomings, create a professional working environment, and foster the dynamism and creativity of its scientific staff.

Simultaneously, the Institute effectively carries out the work of building and developing its scientific and technological potential, cooperating in science and technology both domestically and internationally, focusing on building a team of highly qualified and capable scientific staff, forming many strong research groups and leading experts, increasing investment in, upgrading, and effectively utilizing the system of facilities and laboratories, and proposing new investment projects to better serve scientific research. It also improves the quality of building a strong unit in terms of politics, ideology, ethics, organization, and personnel; creating solid and substantive changes in the implementation of all aspects of work, especially building a regular unit, maintaining strict discipline, contributing to building a comprehensively strong and exemplary Institute, and a clean, strong, and exemplary Party Committee.

In parallel with implementing the aforementioned key policies and solutions, the Military Science and Technology Institute will focus all resources on creating breakthroughs and effectively carrying out key scientific and technological tasks, target products, key programs, and national and Ministry of Defense-level projects; promoting applied research and creating practical scientific and technological products that are closely linked to the practical needs of units, especially those units that are rapidly advancing towards modernization.
