Innovation and restructuring of the apparatus - determined to build a streamlined and effective political system

(laichau.gov.vn) The organization of the political system plays a particularly important role, being the basis for ensuring the leadership role of the Party, managing the State and promoting the mastery of the People. It can be affirmed that the continuous innovation and improvement of the organization of the political system is one of the basic conditions that have determined the country's great achievements during the nearly 40 years of carrying out the renovation process. In recent years, our Party and State have always identified innovation and improvement of the organization of the political system as one of the key tasks in the process of building and developing the country. In Lai Chau, this policy has been thoroughly grasped and implemented synchronously, creating a clear change, contributing to the stable and solid development of the province.

Comrade Le Thi Huong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Board deployed the task of reorganizing the apparatus of the provincial political system.

Realizing the importance of perfecting the organization and apparatus, the Provincial Party Committee has focused on leading and directing the implementation of Resolution No. 18-NQ/TW of the 12th Central Executive Committee on continuing to innovate and reorganize the political system to be streamlined, effective and efficient; creating high unity in perception and action. Immediately after the Central Committee issued a plan to summarize the resolution, the Provincial Party Committee established a Steering Committee, directing Party committees at all levels, Party organizations, localities, agencies and units to summarize the resolution. After more than 7 years of implementing the resolution, the establishment, merger and dissolution of organizations and units associated with streamlining the payroll have been carried out methodically, ensuring compliance with regulations and in accordance with the actual situation of the locality. The functions, tasks and working relationships of agencies and organizations have been adjusted promptly, gradually overcoming the overlapping and inadequacies in performing tasks. Many intermediate steps and levels have been cut, the apparatus operates more smoothly and effectively. The outstanding results in implementing Resolution No. 18-NQ/TW are: In the 2020-2025 term, the whole province reduced 892 organizations, agencies and units; reduced nearly 1,500 staff; reduced 228 grassroots party organizations; the number of commune-level administrative units from 106 to 38.

Implementing the resolutions and conclusions of the Central Executive Committee, the Politburo , and the Secretariat on continuing to innovate and reorganize the political system and implement the 2-level local government model, the Provincial Party Committee leads and directs Party committees, Party organizations, agencies, and units to determine the highest political determination in implementing the Central's policies. Issue guidelines for developing personnel plans for Party committees and orientations for arranging commune-level cadres, civil servants, and public employees after the reorganization and merger, in which the team of district-level leaders and managers before the end of their work will be the core in the communes after the reorganization and merger; increase 22 cadres from a number of provincial departments, branches, sectors, and mass organizations to participate in the Party committees, of which 12 comrades hold key positions at the commune level. Thanks to the drastic participation of the entire political system, Party committees, Party organizations, agencies and units subject to merger and acquisition have proactively coordinated with relevant agencies to carefully prepare personnel plans and other necessary conditions for the organization and apparatus to operate on time, without interruption of work, and without leaving vacant areas. After more than two months of operation from July 1, 2025, the 2-level local government model has initially operated smoothly. Communes and wards have promptly completed Party organizations, People's Councils, People's Committees, Fatherland Front and mass organizations; successfully organized congresses for the 2025-2030 term according to plan, issued working regulations, assigned tasks; implemented effective activities, administrative procedures were resolved quickly, promoted the role of serving the people, the satisfaction rate of people reached over 95%, creating an important premise to enter a new stage of development.

To continue to effectively implement the arrangement and streamlining of the apparatus organization associated with improving the quality of the team and the efficiency of the two-level local government model in the new period; following the direction of General Secretary To Lam "straight lines, clear paths, unanimous progress", the Provincial Party Committee determined that the key task in the coming period is to continue to promote political and ideological work for the team of cadres and party members, especially leaders, civil servants and public employees at the grassroots level to uphold the sense of responsibility, overcome difficulties, and complete tasks well; strengthen propaganda, promptly orient public opinion, strengthen trust, and create high unity within the entire Party Committee on the goal of building a streamlined, effective and efficient political system apparatus.

Along with doing a good job in ideological work, the review, consolidation and reorganization of the apparatus continues to be carried out in a streamlined and effective direction: Mass associations and organizations within agencies and units are arranged reasonably, the arrangement of party organizations is synchronized with the arrangement of the apparatus of agencies and units in the political system. Villages, hamlets and residential groups are reviewed and arranged according to the direction of the Central Government and in accordance with the practical situation associated with raising the level of non-professional workers in villages and hamlets to meet the requirements of the task. The system of public service units is streamlined, associated with socio-economic development planning; class sizes are adjusted, school locations are reduced, and the quality of education is improved. Ineffective service units are arranged and reorganized. Public service units are converted to a fully autonomous model, and qualified economic and other service units become joint stock companies (except hospitals and schools).

The work of perfecting institutions and improving the effectiveness and efficiency of the political system is considered a key task. Regulations on organizational structure, payroll, and management of cadres, civil servants, and public employees continue to be reviewed, amended, and supplemented in accordance with the new organizational model and actual conditions. Decentralization and delegation of power are promoted, linking authority with responsibility, accompanied by a strict power control mechanism, ensuring all activities are in accordance with the principles of democratic centralism, publicity, and transparency.

The streamlining of staffing levels and the improvement of human resource quality are carried out synchronously. Agencies and units develop plans to gradually shift the number of people receiving salaries from the state budget to self-reliant revenue sources, restructure the staff towards a high proportion of professional and technical positions, and streamline the number of concurrent and supporting positions. This is both a requirement for efficiency and a motivation for the staff, civil servants and public employees to improve their qualifications to meet new requirements.

Along with that, the work of cadres continues to receive attention, focusing on building a team of leaders and managers at all levels. Recruitment, evaluation, planning, arrangement and use of cadres are carried out openly and transparently; focusing on selecting people with qualities, capacity, prestige, daring to think, daring to do, daring to take responsibility for the common interest. Mechanisms to encourage and protect dynamic and creative cadres are concretized; resolutely screening and removing from work those who do not have enough qualities, capacity and prestige. Focus on building and implementing training and fostering plans, creating conditions for cadres and civil servants to study, improve their qualifications, and adapt to new requirements.

Not only paying attention to and investing in people, the province also pays attention to investing in commune-level working headquarters, public housing for officials, and purchasing essential equipment for professional work. Digital transformation, application of information technology in management, administration, building e-government, and digital government are promoted to improve transparency, shorten the time to handle administrative procedures, and better serve people and businesses. At the same time, strengthening the inspection and supervision of Party committees, People's Councils, Fatherland Front, and socio-political organizations; preventing and combating corruption, waste, and negativity; handling petitions and recommendations in the process of deploying and organizing the implementation of the 2-level local government model in the new period.

It can be affirmed that the recent organizational restructuring in Lai Chau has created an important foundation to enhance the Party's leadership capacity, the State's management effectiveness, and promote the people's mastery. With high political determination, the synchronous participation of the entire political system, and the consensus of the people, Lai Chau will continue to promote achievements, turn difficulties into opportunities, create breakthroughs in the new period, and successfully achieve the goal of building a province that is increasingly developing rapidly and sustainably.
