Synchronization, depth, and tangible effectiveness
In 2025, Hue City's foreign affairs work will be implemented comprehensively and systematically across all three pillars: Party diplomacy, State diplomacy , and people-to-people diplomacy. In particular, the Department of Foreign Affairs will continue to affirm its core role in advising and managing state affairs related to foreign affairs, closely linking foreign relations activities with socio-economic development goals, ensuring national defense and security, and enhancing the city's position on the international stage.
State diplomacy has made a significant mark with the expansion and upgrading of international cooperation. Hue City has signed three new cooperation agreements with Nara Province (Japan), Chungcheonam Province (South Korea), and the Vietnam-Switzerland Economic Forum; and is also promoting four more agreements, bringing the total number of provincial-level cooperation relationships to 17 pairs. This is an important foundation for Hue to gradually integrate more deeply, expanding the scope of substantive and sustainable cooperation with international partners.
Defense and security diplomacy has been implemented effectively, contributing to maintaining political stability, social order and security, and sovereignty over borders, seas, and islands. Along the two border lines, functional forces closely coordinate with local authorities and people, gradually building a peaceful, friendly, and developing border. At the same time, efforts are being intensified to promote awareness and education on maritime sovereignty and to combat illegal, unreported, and unregulated (IUU) fishing.

Another highlight in 2025 was cultural diplomacy. Through the series of activities of the "Hue National Tourism Year 2025," the city hosted three major international conferences, along with dozens of other international conferences and workshops. These events not only affirmed Hue's organizational capacity but also contributed to strongly spreading the image of a heritage city rich in identity, friendly, creative, and integrated.
Economic diplomacy continues to demonstrate its role as a driving force for development. Through local promotion programs in Europe and Australia, and proactively approaching corporations and strategic investors, Hue attracted 11 new FDI projects in 2025 with a total registered capital of over 39 million USD. Simultaneously, efforts to mobilize international aid, people-to-people diplomacy, and contributions from the Vietnamese community abroad continue to provide practical resources for social welfare, education, healthcare, and disaster relief.
Director of the Department of Foreign Affairs Nguyen Van Phuc emphasized that 2025 marks a strong shift from a "service-oriented foreign policy" mindset to a "development-oriented foreign policy," where foreign affairs activities are closely linked to socio-economic development goals, image promotion, investment attraction, and enhancing the status of the centrally-governed city. This also serves as the foundation for 2026 to continue innovating implementation methods, accelerating digital transformation, and participating in new fields such as the green economy, digital economy, and innovation, with an increasingly professional, proactive, and forward-thinking workforce in areas where advantages exist.
Proactively integrate and be a pioneer in new fields.
In 2026, Hue City identified foreign relations as a key task. Accordingly, the city focused on innovating thinking and implementation methods, using economic integration as a driving force, while expanding comprehensive integration across all fields. The city aimed to deepen friendly relations with localities in Laos, expand cooperation with strategic partners and potential markets, effectively utilize FTAs to promote exports, attract investment, and participate more deeply in global value chains, especially in the fields of green economy, digital economy, circular economy, and innovation.
Hue continues to promote its image as a dynamic and integrated heritage city through international events and forums, linked to investment, trade, and tourism promotion. At the same time, it focuses on work related to Vietnamese people abroad, consular affairs, and citizen protection, aiming to build a network of Hue intellectuals and experts both domestically and internationally to serve sustainable development.
According to Nguyen Van Phuc, Director of the Department of Foreign Affairs: In this new phase of development, city leaders expect foreign relations to truly become a pillar of development, not just expanding relationships but also providing concrete resources for investment, science and technology, innovation, and improving the quality of life for the people. The key factor for breakthroughs in the coming time is people and institutions, with a focus on building a professional foreign affairs staff who are proficient in foreign languages and have a deep understanding of international affairs, while simultaneously promoting administrative reform and digital transformation in the field of foreign affairs to meet the requirements of increasingly deep integration.
With a solid foundation in 2025 and groundbreaking directions for 2026, Hue City's foreign affairs work is undergoing a strong transformation, shifting from "receiving" to "proactive," from "participating" to "contributing," and from "integration by sector" to "comprehensive integration." Today's foreign affairs achievements serve as a crucial stepping stone for Hue to confidently reach international standards in this new era of development.
