The Government Office has just issued a notice summarizing the conclusions of Deputy Prime Minister Nguyen Chi Dung at a meeting on the development of science, technology, innovation, and digital transformation.
At the meeting, the Deputy Prime Minister requested the Ministry of Public Security to take the lead in developing and submitting to the Prime Minister for approval a plan for the deployment and roadmap for integrating security, public order, and transportation surveillance camera systems into provincial-level Intelligent Operations Centers (IOCs).
The connection with the National Population Database will be established based on the principles of inheritance, joint exploitation, and sharing on a unified platform, to be completed by July 2025.
Simultaneously, the Electronic Identification and Authentication System will be deployed and upgraded, providing identification accounts for foreigners and businesses with foreign elements, ensuring no service disruption from July 1st when organizational accounts are suspended.
The Ministry of Science and Technology, in coordination with the Ministry of Finance , will guide localities in building and deploying Intelligent Operations Centers (IOCs) to ensure interconnectedness and efficient utilization of information and data for directing, managing, and developing the local economy and society, to be completed in July.
Coordinate with local authorities to develop plans for upgrading and adjusting information systems for handling administrative procedures at the local level, to be completed before June 25th.
The Ministry of Finance, in coordination with the Central Party Office, the Government Office, and relevant ministries, ministerial-level agencies, and provincial/city People's Committees, will issue a document announcing the list of codes for Vietnamese administrative units after mergers, to be completed by June 25th.
In particular, the Deputy Prime Minister instructed the Government Office to complete the upgrading of the functions of the National Public Service Portal. This includes coordinating with the People's Committees of provinces and centrally-administered cities to ensure seamless connection with the provincial-level administrative procedure information system, meeting the requirements for implementing the two-tiered local government model.
Close the provincial-level public service portal interface and officially test it on the national public service portal before June 28th to ensure smooth operation from July 1st.
The Deputy Prime Minister requested the Ministry of Public Security and the Government Office to focus on reviewing databases, restructuring processes, and providing 25 online public services proactively and entirely based on data from the National Public Service Portal.
Ministries, ministerial-level agencies, and provincial and city People's Committees should strengthen data connectivity and interoperability, and apply these to serve the direction and management of leaders and all levels of government, ensuring efficiency, avoiding waste, and meeting the requirements of the two-tiered local government model.
