Overview of the citizen reception session

Attending the citizen reception session were Comrade Pham Van Tho, Member of the Standing Committee and Head of the Provincial Party Committee's Internal Affairs Department; and members of the working group assisting the Provincial Party Secretary in receiving citizens.

Citizen Trieu Minh Ty presents a petition.

According to the application, Mr. Trieu Minh Ty enlisted on March 18, 1979, and was stationed at the Bac Thai Provincial Military Command. In 1982, he was discharged and transferred to the Bac Thai Provincial Beekeeping Farm. In 1992, he was transferred to work at the Bac Thai Seed Company (later merged into the Thai Nguyen Agricultural, Forestry, and Irrigation Materials Company). In 2001, he submitted an application to the Thai Nguyen Provincial Social Insurance agency and the Director of the Thai Nguyen Agricultural, Forestry, and Irrigation Materials Company to receive a lump-sum social insurance payment. However, due to missing documents in his application to the Thai Nguyen Provincial Social Insurance agency, his years of service were not fully accounted for. The Thai Nguyen Provincial Social Insurance agency instructed him to return to his former workplace to obtain copies of the documents, but after many years, they were unable to provide them because Mr. Trieu Minh Ty's previous workplace had been dissolved and merged with another agency. On November 3, 2024, Mr. Trieu Minh Ty submitted a petition to the Provincial Party Secretary requesting that relevant agencies be directed to finalize his social insurance record and facilitate his voluntary social insurance contributions so that he can receive a pension according to regulations.

After receiving a petition from citizen Trieu Minh Ty, the Provincial Party Committee's Internal Affairs Department worked with the Thai Nguyen Provincial Social Insurance agency to discuss and clarify the reasons why the case had not been definitively resolved. In December 2024, the Provincial Party Committee's Internal Affairs Department worked with the Provincial Archives and History Center to coordinate the retrieval of information and documents related to Bac Thai Seed Company (the agency where citizen Trieu Minh Ty previously worked) and found documents related to determining the period of employment of citizen Trieu Minh Ty, which served as an important basis for definitively resolving the case.

Comrade Trinh Viet Hung, Secretary of the Provincial Party Committee, directed that the case of citizen Trieu Minh Ty be resolved completely.

After hearing the opinions of citizens and the advice of the working group, the Provincial Party Secretary directed the Provincial Internal Affairs Committee to monitor, urge, and closely coordinate with the Provincial Social Insurance agency to definitively resolve the case of citizen Trieu Minh Ty, and report to the Provincial Party Secretary before March 1, 2025.
