The North-South high-speed railway section through Ninh Binh province passes through 21 communes and wards with 3 stations: Phu Ly, Nam Dinh and Ninh Binh and 3 maintenance stations in Binh Son commune, Lien Minh commune and Yen Thang ward. The total land area to be recovered is about 612.4 hectares; of which, residential land is 36.47 hectares; agricultural land of all kinds is about 513.3 hectares; forest land of all kinds is about 11.15 hectares and other land is about 51.49 hectares. In the old Ha Nam province, the project passes through 10 communes and wards with a route length of about more than 32 km.
At the conference, communes and wards where land areas are recovered for the North-South high-speed railway project reported on the preparation for site clearance work; in which, localities conducted surveys of the scope of impact when the project passes through, counted the recovered area, classified groups of recovered land, assets, architectural objects on the land, and planned resettlement locations.
After listening to the report and conducting field inspection, Comrade Nguyen Cao Son, Vice Chairman of the Provincial People's Committee, acknowledged and highly appreciated the preparation and coordination work between departments, branches, consulting units and localities in implementing the project's site clearance.
The Vice Chairman of the Provincial People's Committee emphasized: The North-South high-speed railway is a key national project, so the update of site clearance work must be regularly and continuously reported. In the coming time, to ensure the progress of the project, site clearance work must be one step ahead, in which, wards and communes quickly establish a Steering Committee for site clearance work of the project, headed by the Party Secretary of the communes and wards; deploy site clearance steps, build resettlement areas; do a good job of propaganda and mobilization so that people understand, share, agree, and voluntarily hand over the site, contributing to speeding up the construction progress of the North-South high-speed railway. Regarding specific tasks, after this conference, the Provincial People's Committee Office will soon issue a notice for localities to deploy synchronously. The Provincial People's Committee will also direct the establishment of a Working Group and a Support Group consisting of leaders and officials from relevant departments and branches to support localities in resolving problems and advising the Provincial Steering Committee.
After working with the communes and wards, Mr. Nguyen Cao Son, Vice Chairman of the Provincial People's Committee, inspected the proposed resettlement area in Dong Van ward to serve the site clearance work of the project in Dong Van ward and the proposed station construction location in Liem Tuyen ward. At the site inspection, the Vice Chairman of the Provincial People's Committee directed the localities to speed up the construction progress of the resettlement areas. At the same time, he requested the Department of Construction to guide the localities in building the resettlement areas, including guiding which parts of the project must be bid, which items must be designated for bidding to quickly implement.
