On the afternoon of November 19, the Election Committee of the 16th National Assembly (NA) and the People's Council of Ho Chi Minh City for the 2026-2031 term (abbreviated as the Election Committee) held its first meeting.

At the meeting, the Decision to establish the Election Committee for the 16th National Assembly and the Ho Chi Minh City People's Council for the 2026-2031 term was announced.
According to the decision, comrade Vo Van Minh, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Council, is Chairman of the Election Committee.
The Vice Chairmen of the Election Committee include: Nguyen Phuoc Loc, Deputy Secretary of the City Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Van Thi Bach Tuyet, Deputy Secretary of the City Party Committee; Nguyen Manh Cuong, Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee; Tran Van Tuan, Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Council; Huynh Thanh Nhan, Vice Chairman of the City People's Council; Nguyen Truong Nhat Phuong, Vice Chairman of the City People's Council. Along with that are 24 members of the Election Committee.

Also at the meeting, the Election Committee of the 16th National Assembly and the People's Council of Ho Chi Minh City for the 2026-2031 term reviewed and approved the working regulations of the Election Committee; assigned tasks to members; resolved to establish 5 sub-committees to serve the election and expected personnel to participate in the sub-committees.

The meeting also considered and approved the election plan; assigned tasks to prepare a plan to organize a conference to deploy the election of deputies to the 16th National Assembly and the People's Council of Ho Chi Minh City for the 2026-2031 term. At the same time, discussed instructions on determining the expected structure, composition and allocation of the number of candidates nominated for the National Assembly and People's Council.



Previously, on November 15, the National Election Council held a national conference to disseminate the Politburo 's Directive and deploy the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
The conference was organized in a combination of in-person and online formats to provincial and commune-level bridges in 34 provinces and cities across the country.
Accordingly, regarding age, the guidance of the Central Organizing Committee clearly states that the time to calculate the age for participating in the full-time National Assembly deputies of the 16th term and full-time People's Council deputies of the 2026-2031 term is March 2026.
First-time candidates must be old enough to have participated in at least two terms of the National Assembly or People's Council, at least one full term; male: born from March 1969, female: born from September 1972 onwards; in the case of female delegates holding positions that are eligible to retire at a higher age according to Decree No. 83/2022 of the Government , they must have been born from March 1971 onwards.
Full-time National Assembly deputies at the central and local levels who are re-elected; full-time People's Council deputies who are re-elected (except for Central Party Committee members) must have at least 36 months of remaining working time (male: born from March 1967; female: born from May 1971 onwards).
In cases where they are no longer old enough to be re-elected but have not yet reached retirement age, the competent authority in charge of managing cadres will proactively do a good job of ideological work, encourage them to retire from work, retire early, and enjoy the prescribed regimes and policies; consider and arrange suitable work or maintain some regimes, waiting for them to reach retirement age.
In case of a person with high professional qualifications, much practical experience, outstanding capacity and many products in institutional and legal building, he/she can report to the competent authority for consideration and application of senior expert regime and policies.
