NDO - The amendment and supplementation of the 2013 Constitution is a major legal and political event, attracting deep attention from the scientific and technological intellectual community in particular and the whole society in general.

On the morning of May 20, the Vietnam Union of Science and Technology Associations held a workshop to collect opinions from science and technology intellectuals on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam.

Speaking at the opening of the workshop, Chairman of the Vietnam Union of Science and Technology Associations (VUSTA) Phan Xuan Dung stated: At the 11th Conference of the 13th Party Central Committee, the Central Committee issued Resolution No. 60-NQ/TW dated April 12, 2025, agreeing on the policy of amending and supplementing the Constitution to serve the organization and apparatus of the political system.

This amended and supplemented Constitution will revise articles and clauses related to regulations on the Vietnam Fatherland Front , socio-political organizations, and regulations on local governments to create a favorable legal basis for the process of reorganizing the apparatus of the political system and removing difficulties, obstacles, and institutional bottlenecks to help mobilize all resources for development.

Overview of the workshop.

Ms. Bui Kim Tuyen, Head of the Advisory and Review Board (Union of Associations) said that the Draft amends and supplements 8 articles of the Constitution, focusing on two main contents: contents related to the Fatherland Front and socio-political organizations; contents related to administrative units.

The proposed revised contents are closely linked to the continued implementation of innovation and reorganization of the political system to be streamlined and strong, operating effectively and efficiently in accordance with the direction of the Central Executive Committee, agreeing on the policy of merging provincial-level administrative units, not organizing at the district level, merging at the commune level and building a two-level local government organization model; arranging socio-political organizations and mass associations assigned by the Party and State into the Vietnam Fatherland Front; arranging and streamlining the organization of the People's Court and the People's Procuracy.

According to Ms. Bui Kim Tuyen, the Union of Associations fully agrees with the necessity of amending and supplementing a number of articles of the 2013 Constitution to serve the organization and apparatus of the political system. Because the scope of the amendment is not large, the expected time for collecting opinions is one month, which is relatively appropriate. The method of collecting opinions is implemented in many different forms and is popularized among the entire population.

Agreeing with the opinion that amending and supplementing a number of provisions in the Constitution is necessary to implement the Project on reorganizing administrative units at all levels and building a 2-level local government model, Dr. Pham Van Tan, former Vice President and General Secretary of the Union of Associations, said that this should be done soon to create conditions for the early implementation and completion of the Project on reorganizing administrative units at all levels.

Dr. Pham Van Tan expressed his opinion.

However, according to Dr. Pham Van Tan, the amendment and supplementation of the 2013 Constitution should only focus on issues directly related to the content of the Project on reorganizing administrative units at all levels and building a two-level local government organization model.

One of Dr. Pham Van Tan's comments is that at point 1, Article 110 states: "Administrative units of the Socialist Republic of Vietnam include provinces, centrally run cities and administrative units below provinces and centrally run cities".

According to Mr. Tan, in fact, the Project on reorganizing administrative units at all levels and building a 2-level local government organization model clearly stated the abolition of the district level. Administrative units include provincial and communal levels. In special cases, especially for island regions, there are additional special administrative-economic units. Therefore, it is necessary to clearly stipulate this content, specifically as follows: "Administrative units of the Socialist Republic of Vietnam include provinces, centrally run cities and commune and ward level administrative units, and in special cases, there are additional special administrative-economic units under provinces and centrally run cities".

Also at the workshop, experts and scientists focused on analyzing and giving opinions and recommendations to implement the amendment and supplementation of a number of articles of the Constitution to achieve the best results.
