Hanoi to deploy electronic medical records at all hospitals in the area in September 2025

NDO - On May 20, the Hanoi People's Committee issued Plan No. 144/KH-UBND on deploying electronic medical records at all hospitals in the area to implement Directive 07/CT-TTg dated March 14, 2025 of the Prime Minister.

According to the plan, 100% of hospitals in Hanoi must deploy electronic medical records; connect data between hospitals, to be completed by September 2025; at the same time, improve the quality of health care, optimize the management and operation processes of the health system and aim to build a modern digital health system.

Public and non-public hospitals implementing electronic medical records must comply with the contents of Circular 46 guiding the implementation of electronic medical records of the Ministry of Health and complete it no later than September 30, 2025.

Hospitals need to update the list of clinical terminology, the list of paraclinical indexes, the list of specialties, clinical terminology in the field of traditional medicine and pharmacy, and technical guidelines for implementing electronic medical records.

Hospitals need to meet the criteria of: hospital information system HIS, image storage and transmission RIS-PACS, laboratory information system LIS, information security and safety, and deploying city-wide data interconnection.

In addition, hospitals must connect data to exploit electronic medical records such as: electronic health books, electronic prescriptions, referral papers, re-examination appointment papers... between hospitals across the city.

The Department of Health, City Police, Department of Science and Technology, and affiliated public and non-public hospitals regularly conduct reviews and inspections of information technology infrastructure, security systems, and network security conditions at hospitals.

All hospitals must conduct surveys and evaluate the current status of their IT infrastructure, including hardware, software, network systems and security. From there, develop a specific implementation plan that is appropriate to the scale and operating model of the unit.

The upgrading of information technology infrastructure must be completed before September 30, 2025, including investment or upgrading: server switches, firewalls, server systems - Server, SAN, NAS, monitoring devices - IPS, IDS, power storage devices - UPS, rack cabinets, installation of computers and specialized screens for image diagnosis...

Hospitals are also required to register to use digital certificates and digital signatures to ensure compliance with legal regulations on electronic transactions and electronic medical record storage.

Hospitals proactively develop plans to purchase and bid for electronic medical records software EMR, upgrade the Hospital Information System HIS, the Laboratory Information System LIS, the Image Storage and Transmission System RIS-PACS at medical examination and treatment facilities; select software suppliers with sufficient capacity and appropriate advanced technology platforms to develop synchronously and meet the standards for providing information to centralized systems, as well as interconnect with the integration axis, sharing with the city's databases; review to invest in new, upgrade or replace software to ensure standards with HIS reaching the highest level - level 7; LIS reaching the advanced level; RIS, PACS reaching the advanced level to meet the prescribed standards.

The Hanoi People's Committee assigned the Department of Health to preside over the development and implementation of a plan to deploy electronic medical records in the city; at the same time, develop solutions and tools to monitor hospitals in implementing data connectivity so that hospitals can exploit Health Book information on VNeID directly from the unit's software and guide hospitals on costs for investment or hiring information technology to implement digital transformation for hospitals.
