According to the People's Committee of Dong Ha commune, the whole commune has 8,820 people, of which 8,512 people participate in health insurance, reaching a rate of 96.27%, exceeding the criteria for building a model new rural area. In addition, the number of people who have personal health records reached 95.08%. The rate of using remote medical consultation and treatment services also reached 81.4% and up to 6,774 people own electronic health books. This is the result not only of the strong direction from the Party Committee and government but also the result of creative, flexible and humane propaganda methods at the grassroots level.
Ms. Nguyen Thi Ha - Vice Chairman of Dong Ha Commune People's Committee shared: "Instead of giving Tet gifts that will be gone in the end, let's buy health insurance cards to give to people so that when they are sick, they have something to see a doctor, and their families will have less trouble worrying about hospital fees. Giving health insurance cards is much more humane." The sharing is simple but enough to see the locality's way of bringing health care policies closer to the people, suitable for reality.

With funding mobilized from businesses, donors and philanthropists, Dong Ha Commune People's Committee presented 100 health insurance cards to households that have just escaped poverty and households with average living standards. This practical action not only helps people have access to medical services when necessary, but also encourages people to maintain their participation in health insurance in the following years.
According to the People's Committee of Dong Ha commune, determining the number of people participating in health insurance is a difficult target. Because many people still have a subjective mentality about health insurance, or face difficulties when the health insurance premium increases according to the basic salary. Therefore, the government assigns specific tasks to the unions, each village party cell with the requirement that the responsible officials and civil servants coordinate closely with the village chief to "go to every alley, knock on every door, check every person", and mobilize people to participate in buying health insurance cards. Along with that is the classification of groups that have not participated in health insurance, each village proposes its own solutions, suitable to actual conditions. From supporting disadvantaged groups that are not subject to policies, to connecting socialized funding sources.
A health insurance card is small in size but great in value. It is a shield to protect health, helps people access medical services, and is a spiritual support when sick. With perseverance in propaganda, flexibility in approach and always accompanying each situation, Dong Ha commune government brings health policy closer to the people.
