On the morning of April 19, at the central bridge point of Terminal T3 of Tan Son Nhat International Airport (HCMC), Prime Minister Pham Minh Chinh presided over the groundbreaking and inauguration ceremony of key national projects and major works on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30, 1975 - April 30, 2025).
Attending the event at the connecting points were former Politburo members: former President Nguyen Minh Triet, former President Truong Tan Sang, former Standing member of the Secretariat Le Hong Anh; Politburo members: Permanent Deputy Prime Minister Nguyen Hoa Binh, General Phan Van Giang, Minister of National Defense, General Luong Tam Quang, Minister of Public Security, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; former Politburo members, former Secretaries of the Party Central Committee; members of the Party Central Committee, Deputy Prime Ministers, leaders of ministries, central agencies, leaders of provinces and centrally run cities.
The groundbreaking and inauguration ceremony was held under the direction of Prime Minister Pham Minh Chinh, in the form of direct and online simultaneous broadcast in all three regions of North - Central - South, connecting online from the main bridge point of Ho Chi Minh City to all works and projects.
According to reports from ministries, sectors and localities, 80 projects were started and inaugurated on this occasion, with a total investment of about 445,000 billion VND, of which the total start-up capital was 305,000 billion VND, the total capital of inaugurated projects was 140,000 billion VND. State budget capital was 185,000 billion VND; non-budget capital was 260,000 billion VND.
Of these, there are 40 projects in the transport sector; 12 industrial and civil construction projects, 12 educational projects, 9 socio-cultural projects, 5 community health projects and 2 irrigation projects.

Look back to go further, become stronger and prouder
Speaking at the ceremony, with the "lightning-fast, bold" spirit of the historic April days of 1975, the Prime Minister officially announced the groundbreaking and inauguration of 80 key national projects and works and large, important works of the Central and localities across the country in 2025.
The Prime Minister stated that the aspiration for independence, freedom and peace of our entire nation has become a reality, culminating in the historic Ho Chi Minh Campaign and the Great Victory of Spring 1975 50 years ago, completely liberating the South and unifying the country; making everyone and every family satisfied after many years of heroic and resilient resistance and nation-building; sacrifices, losses but full of pride and honor.
The 50-year journey of national reunification is not only a journey for us to remember the heroic history of the nation, to contemplate the lessons learned, but also to record the process of striving to build and develop the country, to look back to go further, to look back to become stronger and more proud, to look towards the future with great spirit, faith and strong, steadfast motivation, to continue to fulfill the historical mission in the new era, the era of rising to wealth, civilization and prosperity of our country.
The journey of the past 50 years, under the glorious flag of 95 years of the Party, 80 years of building and defending the country, has proven that "Our Party has continuously grown and become even greater, our country has continuously grown stronger, richer and more self-reliant, the material and spiritual life of the people has continuously improved", increasingly affirming that we have achieved great achievements of historical significance, "our country has never had such a foundation, potential, position and international prestige as today".
The Resolution of the 13th National Party Congress clearly stated the goal: "By 2025, the 50th anniversary of the complete liberation of the South and national reunification: To be a developing country with modern industry, surpassing the low-middle income level". And to achieve that goal, one of the three strategic breakthroughs identified is "Building a synchronous and modern infrastructure system in both economy and society; prioritizing the development of a number of key national projects on transportation, adapting to climate change; focusing on developing information and telecommunications infrastructure, creating a foundation for national digital transformation, gradually developing the digital economy and digital society".

The Prime Minister said that from the beginning of this term, the Government and the Prime Minister have directed all levels, sectors and localities to focus on implementing the Resolution of the 13th National Party Congress, especially striving to successfully achieve the two 100-year strategic goals.
We prioritize promoting growth associated with maintaining macroeconomic stability, determined to promote economic growth to over 8% in 2025 and create momentum, force and position for double-digit economic growth in the following years; focus on arranging and organizing the apparatus of the political system, arranging administrative units and organizing two-level local governments; promote the development of science and technology, innovation, digital transformation, green transformation, circular economy; proactively and actively integrate deeply, substantially and effectively into the international community; develop the private economy as the most important driving force of the national economy.
Our Party has identified that one of the important solutions to carry out the above tasks is to concentrate resources, complete the synchronous and modern strategic socio-economic infrastructure, use public investment to lead private investment, activate and unleash all resources to develop the country.
Implementing the Party's policy, in recent times, the Government and ministries, branches and localities have resolutely directed and focused resources, removed all bottlenecks, resolved all difficulties and bottlenecks, and overcome all challenges to complete key projects early in 2025 such as: Basically completing Long Thanh International Airport Phase I; Noi Bai Terminal T3; Gia Binh Airport (Bac Ninh); Hanoi National Exhibition Center; completing and putting into operation over 3,000 km of expressways stretching across all regions of the country; national databases, digital infrastructure, social infrastructure, healthcare infrastructure, education, sports, culture, etc.; accelerating the commencement of the Lao Cai - Hanoi - Hai Phong Railway Project, Hanoi - Vientiane Expressway, Nam Dinh - Thai Binh - Hai Phong Expressway, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) Expressway; Hon Khoai seaport (Ca Mau), Can Gio, Lien Chieu; the North-South high-speed railway is expected to start construction at the end of 2026... These are projects that "turn the situation around, change the state" of the country's strategic infrastructure.

"Iconic" works contribute to defining Vietnam's image
The Prime Minister emphasized that, joining the exciting atmosphere of the whole country preparing to celebrate the historic 50th anniversary of the Liberation of the South and National Reunification, and expressing gratitude to compatriots and comrades who have devoted and sacrificed for the cause of building and defending our beloved socialist Vietnam, the Government organized the online groundbreaking and inauguration ceremony of 80 large and key projects and works, spanning the three regions of the North - Central - South, with a total investment of about 450,000 billion VND.
Of which, 47 large-scale, technically complex projects were inaugurated, playing a very important role in serving socio-economic development, such as: 5 expressway projects with a length of 227 km completed/opened to traffic, bringing the total length of expressways in the country put into operation to 2,268 km; Krong Pach Thuong reservoir (Dak Lak) serves irrigation for over 14,000 hectares and supplies domestic water to over 100,000 households; Con Dao District Military-Civilian Medical Center, Hoc Mon Regional General Hospital and puts into use a number of educational, medical, cultural, and sports projects...
In particular, we are very pleased to witness the completion and operation of the T3 Passenger Terminal of Tan Son Nhat International Airport on the occasion of the country's important holiday, 2 months ahead of schedule; we hope that this will have a positive impact on the construction progress of Long Thanh International Airport to basically complete this project in 2025.
Along with that, 33 new large-scale projects were started, playing an important role in the socio-economic development of localities nationwide, such as: Differential intersection between Ring Road 3.5 and Thang Long Avenue, Hanoi City; Component Project 1, 2 of Ring Road II of Ho Chi Minh City; Terminal T2 of Dong Hoi Airport; upgrading and expanding Ca Mau Airport; Ninh Binh - Hai Phong Expressway; AEON Hai Duong Commercial Center; Thai Nguyen University Construction Investment Project Step III; Ca Mau General Hospital; infrastructure of Tran De Industrial Park; Can Gio sea encroachment urban area (HCMC); a number of social housing and resettlement areas in Vinh Phuc, Ha Nam, Long An, Vinh Long, Dong Nai provinces, etc.
According to the Prime Minister, the key socio-economic projects that were started and inaugurated today across the country are all important projects of strategic significance, demonstrating the will and determination of the Party, State, ministries, branches, localities and enterprises in creating new development spaces, creating a foundation to promote the country's socio-economic growth and development, ensuring social security, security and defense, constantly improving the material and spiritual life of the people, and creating a solid foundation for the country to enter an era of strong development.

The Prime Minister assessed that the inauguration and groundbreaking of the projects today have special significance in many aspects of economy, politics, society, security - defense and international integration:
- Has strategic significance, realizing the policies of the Party and State in developing comprehensive and inclusive strategic infrastructure, overcoming bottlenecks in traffic, socio-economic infrastructure, creating a new foundation and space for socio-economic development, protecting security and defense for localities, regions and the whole country; is an important driving force to promote growth and development of the country in the new period.
- Arouse and strengthen the belief and strength of national solidarity with the viewpoint "People are the root" of our Party and State; the joint efforts, unanimity, and participation of the entire political system under the leadership of the Party headed by the General Secretary.
- Affirming the cultural value of Vietnam "what is said is done, what is committed must be done, what is done, what is done must have specific, measurable, quantifiable, and quantifiable results", contributing to creating an attractive investment and business environment for enterprises, people, and domestic and foreign investors.
- Demonstrating the aspiration, confidence, bravery, core values of the Vietnamese people, the resilient spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible"; the spirit of innovation, creativity, self-reliance, self-strengthening, and strong determination to overcome of our country and people.

- Promote responsibility and patriotism with outstanding efforts, proactiveness, positivity, creativity, determination, and tireless work of relevant entities, especially workers at the construction site.

6 great lessons learned
According to the Prime Minister, with the spirit of "resources come from thinking, motivation comes from innovation, strength comes from the people", to achieve the recent results, we have worked together to overcome many difficulties and obstacles, from which we can draw 6 major lessons in implementing socio-economic development goals in general and strategic infrastructure development in particular:
Firstly, the correct leadership of the Party and the close direction and management of all levels, sectors and localities with the spirit: Looking far and wide, thinking deeply and doing big things; thinking must be clear, determination must be high, efforts must be great, actions must be drastic, effective, focused, not scattered, doing each task thoroughly, doing each task properly.
Second, mobilize the strength of national solidarity, the combined strength of the entire political system with the spirit of "unanimity from top to bottom, clarity from top to bottom", and seek the support and participation of the people and businesses. With the motto: The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss action, not retreat.
Third, strengthen the coordination and collaboration among forces; among levels, sectors, agencies, units, and localities; between the State and the people; between State-owned enterprises and private enterprises to ensure science, efficiency, suitability, and unity. Each entity strives and tries so that the whole country can strive together with the spirit of: "Sharing, listening, understanding, working together, enjoying together, winning together, developing together, and having joy, happiness, and pride together".

Fourth , promote decentralization and delegation of power along with resource allocation, improve implementation capacity for localities; along with strengthening inspection, supervision, urging, encouragement, criticism, handling, and timely and accurate rewards. Promote self-reliance, self-reliance, and confidence in rising from one's own hands and brains; dare to think, dare to do, be proactive, timely, and not wait or rely on others. Together, promote domestic enterprises to grow stronger, become more mature, and be more confident in the new development stage of the country.
Fifth , focus on removing institutional barriers, making efforts to cut cumbersome administrative procedures, creating motivation, inspiration, and trust for relevant entities. During the implementation process, the assignment must ensure 6 clarity: "clear people, clear work, clear responsibilities, clear progress, clear products, clear authority"; to "make it easy to check, easy to evaluate, easy to urge".
Sixth , in the process of implementing key national projects, building and launching patriotic emulation movements, arousing national pride, creating an enthusiastic working atmosphere, with the highest sense of responsibility "All for the benefit of the nation, the people, for the development of the country"; promptly encouraging, rewarding, propagating, portraying good people and good deeds at the construction site, mobilizing people, creating consensus and unanimity to implement projects and works.
On behalf of the Government, the Prime Minister respectfully thanked the leadership of the Party and the companionship of the National Assembly; expressed gratitude to the leaders and former leaders of the Party and State, especially the late General Secretary Nguyen Phu Trong and General Secretary To Lam; thanked the participation of all levels, sectors and localities; commended and highly appreciated the efforts and determination of all cadres, civil servants, laborers, workers, investors, consulting units, localities and press agencies in all three regions of the country, who actively innovated their thinking and ways of doing things, overcame difficulties and unfavorable weather, promoted the spirit of "overcoming the sun, overcoming the rain, not losing to storms", working "3 shifts and 4 shifts", "eating and sleeping quickly", "working through holidays, holidays and Tet; working during the day when there is not enough time, working at night"...; mobilize all resources, equipment, machinery, apply modern technical solutions to put projects into operation and exploitation in the past and today.
The Prime Minister especially thanked the people affected by the projects, who volunteered to give up land, move houses, relocate residences, places of worship, burial places, and graves to implement the projects.

The fulcrums and levers for national development
According to the Prime Minister, the groundbreaking and inauguration of works and projects today play a very important role and significance in connecting within the province, within the region; inter-regional, inter-provincial, inter-national, inter-international, promoting the socio-economic development of localities in particular and the country in general.
With the spirit of "having tried, then try even harder; having united, then be even more united; having determined, then be even more determined; having been effective, then be even more effective" to promote the effectiveness of investment projects, the Prime Minister set out requirements for the implementation in the coming time.
For projects and works that are inaugurated, ministries, branches, and localities are the project management agencies and investors must promptly organize operations and exploitation to maximize investment efficiency.
Localities direct agencies and units to continue to care for the material and spiritual lives of people, especially families who have given up land for the project, ensuring that people have better living conditions and can settle down; make the most of the advantages of the projects to plan and develop new spaces to promote local socio-economic development in an inclusive and comprehensive manner; leaving no one behind.
For projects that have started construction , investors and contractors urgently mobilize equipment and human resources to immediately implement the projects, striving to complete ahead of schedule, ensure quality, avoid capital overruns, put them into operation soon, and promote investment efficiency.
Localities must focus on site clearance; guide investors and contractors to quickly resolve procedures related to material mines and waste dumping to proactively implement projects according to plan and goals.
During the project implementation process, the Prime Minister proposed implementing "3 yes, 2 no", in which "3 yes" means having the interests of the State, the interests of the people, and the interests of enterprises; "2 no" means no corruption, negativity, and no loss or waste of people's assets, efforts, and money.
Localities should pay more attention to the development of social housing; strive to realize the policy of building 1 million social houses before 2030; basically complete the program of eliminating temporary and dilapidated houses by 2025 so that all people can enjoy the joy of having a house, a stable and spacious place to live and settle down after 80 years of national independence.
The Prime Minister called on each individual and each subject participating in the project to always raise their sense of responsibility for their work, for the industry, and even more so for the people and the Fatherland; to innovate their thinking, ways of thinking, and ways of doing things to successfully complete their tasks, contributing to the implementation of projects on schedule, ensuring quality, safety and the environment, with the spirit of "all for the happiness and prosperity of the people, for the strength and prosperity of the country".
The Head of Government emphasized that the completion of strategic infrastructure projects is of great significance to celebrate Party Congresses at all levels, towards the 14th National Party Congress, as well as major holidays and important events of the country in 2025 such as the 95th anniversary of the Party's founding, the 50th anniversary of the Liberation of the South and National Reunification, the 135th anniversary of the birth of beloved President Ho Chi Minh, the 80th anniversary of the People's Public Security Forces' tradition day, the 80th anniversary of the founding of the country, etc. These will be the fulcrums and levers that contribute to the country's continued rapid and sustainable development in the new era.
The Prime Minister stated: In the context of the rapidly evolving and complicated situation in the world and in the country, with many new issues arising, with the spirit of making great efforts to "turn danger into opportunity", "be proactive, clever, and flexible to change the state, turn the situation around"; with the motto of "discipline, responsibility, timely initiative, accelerated creativity, sustainable efficiency", we believe that, with the Vietnamese intelligence and mettle that have been tested and forged through thousands of years of history of building and defending the country, we will continue to shine to bring our country to new heights, achieving even greater achievements in the era of rising up, developing richly, civilizedly, prosperously, standing shoulder to shoulder with the world powers as beloved President Ho Chi Minh always wished.
