On March 3, 2025, the Prime Minister issued Decree 57/2025/ND-CP on the mechanism for direct electricity trading between large customers and renewable energy power generation units, including two forms: Electricity trading via separate connection lines and electricity trading via the national grid. This is an important legal document regulating the mechanism for direct electricity trading between renewable energy power generation units and large electricity users, replacing Decree 80/2024/ND-CP issued in July 2024.
However, during the implementation process, many difficulties and problems have arisen that need to be resolved. These are mainly related to policy mechanisms, management, business operations and require comprehensive and long-term coordination between relevant agencies and units to resolve practical difficulties and problems.
Decree 58/2025/ND-CP with 5 chapters and 40 articles, effective from March 3, 2025, replaces Decree 135/2024/ND-CP on policies to encourage the development of self-produced and self-consumed rooftop solar power. The new Decree provides detailed regulations related to incentive mechanisms, especially for renewable energy projects with electricity storage systems.

In Dong Nai province, one of the major barriers and shortcomings at present is that many industrial parks have the need to develop rooftop solar power to serve the needs of businesses. However, many businesses investing in industrial park infrastructure in the past did not list the “electricity production” industry in the environmental license of the industrial park.
According to the provisions of the Investment Law, when a third party invests in a rooftop solar power system to sell electricity to other businesses, they must carry out procedures to obtain an investment registration certificate.
However, the lack of this industry in the industrial park's environmental license has made investors ineligible for a license. Based on the above reality, at the conference, the leader of the Department of Industry and Trade of Dong Nai province requested the Ministry of Industry and Trade to soon issue a circular or specific guidance document on the authority, order, documents and procedures for granting "Certificate of registration for rooftop solar power development" for projects that directly buy and sell electricity via private connection lines. This is a bottleneck that needs to be resolved immediately to clear the way for projects.
