Consensus paves the way for a clean site.

The fact that many households in Gia Binh commune, Bac Ninh province, proactively handed over their land early and received hundreds of millions of VND in bonuses is attracting public attention. This specific example suggests a thought-provoking approach to handling land clearance for large-scale projects.

The Gia Binh International Airport project is being implemented with many components to serve APEC 2027. In Gia Binh commune, approximately 1,350 households are subject to land handover. Local authorities have organized working groups to directly disseminate information and explain policies, while also developing incentive mechanisms based on timelines.

Those who handed over their land before April 11, 2026, received a reward of 200 million VND per household; from April 11 to April 30, the reward was 150 million VND per household. On April 4, the government and the investor disbursed 6 billion VND to 40 households who voluntarily handed over their land early.

Land clearance has long been a problematic stage, directly affecting project progress. What's noteworthy in Gia Binh is how a traditional administrative obligation has been transformed into a proactive choice for the local people.

The specific, transparent reward amounts, linked to a timeline, have created clear incentives. People have more basis for calculation, consideration, and decision-making. Early participation therefore becomes a voluntary act based on visible benefits.

This approach also demonstrates the importance of ensuring consistency between commitment and implementation. Paying out bonuses immediately in the first phase strengthens trust and reduces feelings of waiting or comparison. With transparent information and clear procedures, outreach at the grassroots level is more effective. Consensus is therefore formed from specific, verifiable policies.

The participation of businesses in the support mechanism is also a noteworthy factor. When investors share costs from the initial stages, the risk of delays is reduced. Compared to the losses caused by project delays, the funding allocated for early handover incentives is a reasonable option. The relationship between the State, businesses, and the people is based on a harmonious balance of interests.

From the Gia Binh case, we can look to Thai Nguyen , where land clearance is also a crucial area requiring focused attention. Many infrastructure projects, industrial parks, and urban areas demand clean land with tight deadlines. Without flexible mechanisms and sufficiently persuasive policies, progress can easily be delayed, and social costs increase.

The lesson learned lies not in the specific amount of compensation, but in the policy design. It's crucial to clearly define the rights of citizens in each case, publicly disclose the plan, and ensure payments are made as promised. Simultaneously, proper resettlement areas must be prepared, guaranteeing adequate living conditions after relocation. When these factors are clarified, persuasion efforts will be easier, and consensus will be more sustainable.

The story from Gia Binh shows a worthwhile approach. For Thai Nguyen, choosing the right solution, tailored to local conditions, will help shorten project implementation time and create room for future development.
