Capital to sow dreams
The journey to university is a hopeful path for students from difficult circumstances, carrying the hope of finding knowledge to change their lives, but it is also a burden on the shoulders of their parents.

The pride of Ms. Vu Thi Nhung in group 2A, Bao Yen commune is having two obedient and good-studying daughters. Her eldest daughter graduated from the Academy of Journalism and Communication, the second daughter is studying at the University of Foreign Languages ( Hanoi National University). As a poor household with the main source of income from working for hire, Ms. Nhung's family life will be very difficult to send her children to university. But she thinks that her life is already hard, sending her children to school will bring them a brighter future. To fulfill that wish, her family borrowed preferential bank loans to help her children pursue their studies.
“The Social Policy Bank has created conditions for families to access student loans so that their children have the opportunity to study and build their future,” Ms. Nhung said happily.
Ms. Le Thi Thanh Tam in Yen Bai ward has a son studying at the University of Transport Technology. Thanks to this loan, Dinh The Cuong - her son - has enough money to cover living expenses in the capital.
Ms. Tam shared: The loan procedure is very simple, the staff is enthusiastic. 20 million VND per semester is not a lot for many families but it has helped my family a lot, my children have enough money to study.
According to Decision No. 05/2022/QD-TTg dated May 23, 2022 of the Prime Minister amending and supplementing a number of articles of Decision No. 157/2007/QD-TTg, the credit policy for students is applied to support students in difficult circumstances, contributing to covering the costs of studying and living during their time at vocational schools. The loan subjects are expanded to students in difficult circumstances studying at universities (or university equivalent), colleges, vocational secondary schools and vocational training institutions. The maximum loan amount is prescribed at VND 4,000,000/month/student. The Social Policy Bank disburses loans twice a year, corresponding to the semesters.
The Bank for Social Policies, Lao Cai Province Branch, has implemented this program very effectively.

The new school year has begun, new students have entered school with dreams and hopes but also have to face many difficulties. Therefore, the Social Policy Bank always accompanies them. It is expected that the loan plan for the first semester of the 2025-2026 school year will reach about 12 billion VND, for about 600 students. The preferential capital of the Government is currently helping students in difficult circumstances in Lao Cai province to nurture their dreams of becoming economists, doctors, engineers..., building a better future.
Add long-term support policy
Our Party has identified the development of human resources, especially high-quality human resources, as one of the strategic breakthroughs. In the context of the 4.0 industrial revolution taking place strongly and Vietnam is building a digital economy and digital society, on August 28, 2025, the Government issued Decision No. 29/2025/QD-TTg on credit for students, master's students, and biological researchers in the fields of science, technology, engineering, and mathematics. The maximum loan amount for 1 student to support tuition, living expenses, and other study expenses for the remaining duration of the course, including: The total tuition fee payable by the student (after deducting scholarships and other financial support from the school, if any) as confirmed by the school; living expenses and other study expenses up to 5 million VND/month. The loan interest rate is 4.8%/year. This capital will also be disbursed through the Social Policy Bank.

In order to effectively deploy capital sources in general and student loans in particular, in the coming time, the Social Policy Bank, Lao Cai Branch, will closely coordinate with local authorities and entrusted socio-political organizations to ensure that loans reach the right beneficiaries quickly, promptly and accurately. Information and propaganda work will continue to be strongly deployed.
