Institutional breakthrough, public service breakthrough in the field of ethnicity and religion

(Chinhphu.vn) - Since July 1, the Ministry of Ethnic Minorities and Religions has advised and issued many important documents, contributing to concretizing the Party and State's guidelines and policies in the fields of ethnicity, belief and religion, while ensuring compliance with the two-level local government organization model. Along with that, administrative procedure reform continues to be implemented synchronously, contributing to improving the effectiveness and efficiency of state management.

The Ministry of Ethnic Minorities and Religions is implementing the process of drafting the Law on Belief and Religion (amended) which is expected to be submitted to the 16th National Assembly for approval at the first session in April 2026.

According to Report No. 2315/BC-BDTTG dated October 15, 2025, issued documents include:

Decree No. 255/2025/ND-CP dated September 29, 2025 of the Government on identifying ethnic groups facing many difficulties and having specific difficulties in the period 2026 - 2030. In which, there is content on decentralization of authority to approve the list of ethnic groups facing many difficulties and having specific difficulties (already decentralized in Article 9, Article 10 of Decree No. 124/2025/ND-CP dated June 11, 2025 regulating decentralization, delegation; decentralization of authority of local authorities at 2 levels in the field of ethnic affairs, beliefs, and religions).

Decision No. 35/2025/QD-TTg dated September 25, 2025 of the Prime Minister promulgating amendments and supplements to a number of articles of Decision No. 39/2021/QD-TTg dated December 30, 2021 of the Prime Minister stipulating principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital of local budgets to implement the National Target Program on Socio -Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025, has been amended, supplemented, and abolished a number of articles in Decision No. 18/2023/QD-TTg dated July 1, 2023 of the Prime Minister.

Circular No. 08/2025/TT-BDTTG dated August 26, 2025 of the Ministry of Ethnic Affairs and Religions stipulates the retention period for records and documents in the field of ethnic affairs, beliefs and religions; Circular No. 09/2025/TT-BDTTG dated August 29, 2025 stipulates the reporting regime in the field of ethnic affairs, beliefs and religions (to ensure conformity with the 2-level local government organization model).

In addition, the Ministry of Ethnic Minorities and Religions has completed the Decree on delimitation of ethnic minority and mountainous areas for the period 2026-2030 after receiving comments from Government members, and submitted it to the Prime Minister for signing and promulgation (Official Dispatch No. 2262/BDTTG-VPQGDTMN dated October 8, 2025, expected to be issued in October 2025 to stipulate the decentralized tasks in Article 7 and Article 8 of Decree No. 124/2025/ND-CP).

The Ministry of Ethnic Minorities and Religions also has Document No. 1256/TTr-BDTTG dated August 6, 2025 reporting to the Prime Minister to propose the development of a Decree to replace Decision No. 12/2018/QD-TTg and Decision No. 28/2023/QD-TTg on criteria for selecting and recognizing prestigious people and policies for prestigious people among ethnic minorities, expected to be submitted to the Government in June 2026.

In particular, the Ministry of Ethnic Minorities and Religions is implementing the process of drafting the Law on Belief and Religion (amended) which is expected to be submitted to the 16th National Assembly for approval at its first session in April 2026.

In addition, the Ministry plans to amend and supplement Resolution No. 88/2019/QH14 dated November 18, 2019 approving the Master Plan for socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period and Resolution No. 120/2020/QH14 dated June 19, 2020 approving the investment policy of the National Target Program for socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period (in accordance with the tasks assigned in Article 3 of Decree No. 124/2025/ND-CP dated June 11, 2025 of the Government regulating decentralization, delegation; decentralization of authority of local authorities at 2 levels in the field of ethnic affairs, beliefs and religions (expected to be submitted when the National Assembly approves the National Target Programs).

35 administrative procedures meet the requirements of providing full-service online public services

Report No. 2315/BC-BDTTG also stated that in the field of ethnic affairs, beliefs and religions, the total number of administrative procedures (AP) under the management of the Ministry of Ethnic Affairs and Religions is 58 (including 23 central-level APs, 24 provincial-level APs and 11 commune-level APs). All of these APs have been fully announced and publicized on the National Public Service Portal, and there are no procedures with unclear information.

Currently, 23/23 ministerial-level administrative procedures have deployed online public services, including 14 full-process public services and 09 partial public services, ensuring effective connection with the National Public Service Portal.

In addition, according to Decision No. 392/QD-BDTTG dated July 3, 2025, there are 35 administrative procedures that meet the requirements for providing full online public services (including 14 ministerial-level procedures, 16 provincial-level procedures and 5 commune-level procedures).

The Ministry of Ethnic Minorities and Religions also periodically reports on the progress of construction, operation, connection and synchronization of national and specialized databases, ensuring smooth connection from central to local levels as required.
