Breakthrough under Resolution 57: Innovative ways at the local level

In the context of the country entering a new era of development, making digital transformation, green transformation, AI, big data... become decisive factors in national competitiveness, the Politburo's issuance of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation is of particular importance.

Quickly putting the "key" of Resolution 57 into practice, many localities have had good and creative ways of doing things, becoming a breakthrough driving force for local development, contributing to the development process of the whole country.

Khanh Hoa, a locality with advantages in the sea and service economy , has clearly identified science and technology as the foundation for transforming the development model; in which, human resources are the key factor in this transformation process. At Khanh Hoa University, which is training more than 6,000 students, of which nearly 4,000 are regular university students, on August 3, the school officially opened a Master's program in Mathematics, opening a new door for basic research and specialized training.

Dr. Phan Duc Ngai, Head of the Department of Science - Technology and International Cooperation of this school, said that in the past school year, the school has implemented 38 scientific - technological tasks; the number of research topics of students, international publications, initiatives, intellectual property and monographs serving training all exceeded the target. Many works of lecturers were published in international journals in prestigious databases such as Web of Science and Scopus. In particular, Khanh Hoa University Science Journal has 5 majors included in the list of journals for scoring by the State Council of Professors including: Mathematics, Culture - Arts, Biology, Education , Tourism.

According to Dr. Phan Phien, Rector of Khanh Hoa University, entering a new development phase, the university is determined to become an autonomous public university, oriented towards applied research, multidisciplinary training, creating high-quality human resources, while promoting scientific research and providing services to the community, contributing to socio-economic development and international integration. With the educational philosophy of "comprehensive - liberal", the university aims for an open space development model in terms of training, science - technology, cooperation and openness in terms of physical infrastructure. This will be the foundation for building Khanh Hoa University into a smart and green university in the period of 2025 - 2035.

Along with higher education, Khanh Hoa province is strengthening research cooperation and technology transfer between universities, research institutes, businesses and state management agencies. Training models based on orders are also being encouraged to be implemented, helping students approach practical production and business during their studies.

According to Mr. Pham Quoc Hoan, Director of the Department of Science and Technology of Khanh Hoa province, implementing Resolution No. 57-NQ/TW, in the first 6 months of 2025, the province received 95 proposals for science and technology tasks in many fields, 3 times more than in previous years. The application of the new management process helps shorten the time for consulting and determining tasks by 1/3, creating conditions for science and technology organizations to proactively speed up the implementation of tasks and soon bring research results into production and life.

In 2025, Khanh Hoa Provincial People's Committee will allocate 319.2 billion VND for science - technology, information technology and digital transformation, accounting for 1.35% of total local budget expenditure and will continue to adjust the increase according to actual needs. Khanh Hoa is accelerating the progress of two key projects including the Center for Application of Science and Technology Advances (51.5 billion VND) and the Technical Station for Standards, Metrology and Quality (48.3 billion VND). At the same time, the province is developing a project to establish a National Research Center for Ocean Technology to exploit its strengths in marine research.

In the coming time, the province will continue to complete the criteria and research orientation to select quality topics, assign them to competent units to implement, and create highly applicable products. The locality will also promote cooperation between institutes, schools, and scientific organizations in the province with major universities, units, and research institutes in the world, focusing on the fields of oceanography, marine biology, aquatic vaccines, aquaculture and seafood processing, preventive medicine, post-harvest technology, etc.; at the same time, expand cooperation with localities to develop high-tech science in the fields of artificial intelligence (AI), biotechnology, materials science, and other strategic technologies.

Promoting digital transformation in mountainous border provinces

As a mountainous border province, the vitality of Resolution 57 when entering the difficult areas of Lai Chau province is demonstrated by promoting the digital literacy movement to every citizen.

The Steering Committee for the implementation of Resolution 57 of the province, directly headed by Secretary of the Provincial Party Committee Giang Pao My, has made a clear commitment to the role and responsibility of the leader. Thanks to that, programs and plans related to the digital literacy movement have been deployed synchronously and quickly to cadres, party members, civil servants and public employees throughout the province. Up to now, Lai Chau province has launched the Digital Literacy Portal with 12 courses, attracting more than 80,725 students to help popularize digital skills not only to serve cadres and civil servants but also to reach every citizen, thereby creating a digital literacy foundation and promoting comprehensive digital transformation.

In 2025, Lai Chau province decided to spend more than 81.6 billion VND on science, technology, innovation and digital transformation development. The Lai Chau Provincial Smart Monitoring and Operation Center, which was officially put into operation in October 2024, helps ensure timely synthesis of information and data sources to serve overall management and operation; support state management agencies in making decisions, building mechanisms, policies, and effective work handling orientations. The specialized data network infrastructure is connected to 100% of provincial departments, branches and sectors and to the People's Committees of communes and wards. The provincial data integration and sharing platform is connected to the national data integration and sharing platform. Currently, Lai Chau province has completed 12 connections through the data integration and sharing platform; built 24 databases of departments, branches and localities; deployed AI applications in many systems...

By proactively concretizing Resolution 57 with practical actions, even though each locality has different socio-economic conditions, if there is political determination, organization and appropriate model selection, localities can still have good and creative ways for the development breakthrough process.

In order for science, technology, innovation, and digital transformation to truly become the driving force for the new era of development, it is necessary to have a synchronous combination of state and social resources, between the role of political leadership and the participation of businesses and the community. This is also an urgent requirement for Vietnam to make the most of the opportunities in the fourth industrial revolution.
